Under the orders issued on October 24, 2026, Kiran Bhadana has been appointed Deputy Commissioner (DC) of Bilaspur, while Nivedita Negi will take charge as DC of Lahaul and Spiti, headquartered at Keylong. Rahul Kumar, who was serving as Bilaspur DC, has been appointed Managing Director of the Himachal Road Transport Corporation (HRTC), Shimla.

Dr Yunus, meanwhile, has been given additional charge of the General Administration Department (GAD), Social Welfare Department (SWD) and Parliamentary Affairs.

The notification was issued by the state Department of Personnel on the recommendations of the Civil Services Board and signed by Chief Secretary Kamlesh Kumar Pant (IAS: 1993: HP).

Her previous assignments have included serving as Deputy Commissioner of Lahaul and Spiti and has also served as Special Secretary for Multipurpose Projects and Power (MPP & Power) and as Director of Information and Public Relations in the state.

Her appointment follows the transfer of Rahul Kumar, who has been moved to head HRTC.

Nivedita Negi to Take Charge as Lahaul and Spiti DC

Nivedita Negi, a 2017-batch IAS officer of the Himachal Pradesh cadre, has been appointed Deputy Commissioner of Lahaul and Spiti, with headquarters at Keylong.

She holds a Bachelor of Engineering (B.E.) in Computer Science and a Master of Business Administration (MBA).

Before this appointment, she was serving as Secretary of the Himachal Pradesh Public Service Commission. Her new role places her in charge of district administration in Lahaul and Spiti, a high-altitude district in the state.

Rahul Kumar Appointed HRTC Managing Director

Rahul Kumar, a 2016-batch IAS officer of the Himachal Pradesh cadre, has been appointed Managing Director of the Himachal Road Transport Corporation in Shimla. He was previously serving as Deputy Commissioner of Bilaspur.

He replaces Shivam Pratap Singh, a 2017-batch IAS officer who had been holding the additional charge of the HRTC managing director’s post. The appointment shifts Rahul Kumar from district administration to leadership of the state transport corporation.

Dr. Yunus Given Additional Charge of Three Departments

Dr. Yunus, a 2010-batch IAS officer of the Himachal Pradesh cadre, currently serves as Secretary for State Taxes and Excise.

He holds a B.Sc. from Panjab University, an M.Sc. in Biochemistry from Jamia Millia Islamia and a postgraduate diploma from Kurukshetra University. His previous assignments include Director of Industries, Commissioner of State Taxes and Excise, Deputy Commissioner of Kullu and Special Secretary in the Himachal Pradesh government.

Under the new order, he will also hold the additional charge of Secretary for the General Administration Department, Social Welfare Department and Parliamentary Affairs. He takes over these additional responsibilities from Ashish Singhmar, a 2007-batch IAS officer.

The change reallocates the additional departmental responsibilities while Dr Yunus continues in his existing position.

Transfers Take Effect Immediately

The state government has directed that all four postings take effect immediately and be implemented in the public interest.

The reshuffle covers district administration, state transport management and additional departmental responsibilities, with the two Deputy Commissioner appointments marking changes in the leadership of Bilaspur and Lahaul and Spiti.
