HPCL and IGX Sign MoU to Enable Market-Based Access and Boost Utilization of Chhara LNG Terminal in Gujarat

Collaboration Aims to Enhance Transparency, Infrastructure Efficiency, and Participation in India’s Growing Natural Gas Market

New Delhi: Hindustan Petroleum Corporation Limited (HPCL), a Maharatna PSU, and Indian Gas Exchange Limited (IGX), India’s authorized natural gas trading platform, signed a Memorandum of Understanding (MoU) at India Energy Week (IEW) 2026 in Goa. The partnership seeks to enhance market-based access to HPCL’s Chhara LNG Terminal in Gujarat, promoting greater efficiency, transparency, and participation in India’s natural gas ecosystem.

MoU Signed at India Energy Week 2026

The MoU was signed by Mr. Anuj Mehrotra, Executive Director – Natural Gas, HPCL, and Mr. Rajesh Kumar Mediratta, Managing Director & CEO, IGX, on the sidelines of IEW 2026. This collaboration underscores the focus on leveraging digital platforms and market mechanisms to optimize the utilization of critical LNG infrastructure.

Digital Platform for Transparent Regasification Access

Under the agreement, IGX will develop a market-driven digital platform to facilitate booking of storage and regasification services at the Chhara LNG Terminal. HPCL will offer its regasification capacity in pre-specified quantities and durations through this platform. The initiative is designed to widen participation in the natural gas market, improve infrastructure utilization, and support the development of a more liquid and competitive market in India.

Mr. Anuj Mehrotra highlighted HPCL’s commitment to market-oriented access, stating, “This collaboration with IGX reflects HPCL’s commitment to transparent, efficient, and market-oriented access to critical gas infrastructure. Leveraging digital platforms and market mechanisms, the initiative aims to enhance utilization of the Chhara LNG terminal and accelerate adoption of natural gas across key consuming sectors.”

Mr. Rajesh K. Mediratta emphasized the significance for India’s gas market, noting, “Market-based access to regasification capacity will enhance efficiency, broaden participation, and improve price discovery, thereby accelerating the growth of natural gas in India’s energy mix.
