New Delhi: Housing and Urban Development Corporation Limited (HUDCO) has signed its annual Memorandum of Understanding (MoU) for FY 2026-27 with the Department of Urban Development, Ministry of Housing and Urban Affairs (MoHUA).
The agreement sets out key financial and non-financial performance targets for HUDCO for the financial year, covering areas such as financial ratios, shareholder returns, procurement from Micro and Small Enterprises (MSEs), Corporate Social Responsibility (CSR) expenditure and other performance indicators.
HUDCO Signs Annual MoU with Department of Urban Development
The MoU was signed by Satendra Singh, Secretary, Department of Urban Development, MoHUA, and Sanjay Kulshrestha, CMD, HUDCO.
The signing ceremony was attended by senior officials from MoHUA and HUDCO, including:
- Kumar Ravikant Singh, Joint Secretary, MoHUA
- Sanjeet, Joint Secretary and Financial Adviser (JSFA), MoHUA
- M. Nagaraj, Director (Corporate Planning), HUDCO
- Daljeet Singh Khatri, Director (Finance), HUDCO
The annual agreement establishes the performance framework for HUDCO for FY 2026-27.

HUDCO MoU Covers Financial and Non-Financial Targets
The FY 2026-27 MoU includes a range of financial and non-financial performance parameters.

- Total Return to Shareholders
- Procurement from Micro and Small Enterprises (MSEs)
- CSR expenditure
- Other performance indicators
These targets are intended to provide measurable benchmarks for HUDCO’s performance during the financial year.
Targets Finalised Through Inter-Ministerial Process
The performance targets under the MoU have been finalised through the established inter-ministerial process coordinated by the Department of Public Enterprises (DPE), Ministry of Finance.
The process provides a structured framework for setting performance expectations for public sector enterprises and assessing their performance against agreed parameters.
HUDCO FY 2026-27 Performance Framework
The annual MoU will serve as the performance benchmark for HUDCO during FY 2026-27.
The agreement combines financial metrics with broader operational and institutional parameters, including shareholder returns, MSE procurement and CSR spending.
