After Manipur, IAS Dr Puneet Kumar Goel in Race for DERC Chairperson Post | Know His Career

Dr Puneet Kumar Goel retires as Manipur Chief Secretary on August 31. The IIT alumnus and power-sector expert is being discussed as a possible contender for the vacant DERC Chairperson post.

NEW DELHI: Dr Puneet Kumar Goel, the 1991-batch IAS officer of the AGMUT cadre, is set to superannuate as Chief Secretary of Manipur on August 31, 2026. With his retirement approaching, speculation has intensified over whether the senior bureaucrat could be considered for the vacant post of Chairperson of the Delhi Electricity Regulatory Commission (DERC).

The DERC chairperson’s position has remained vacant since last year, following the tenure of Justice (Retd) Umesh Kumar, a former Allahabad High Court judge. Administrative circles are now discussing Goel as a possible contender for the crucial regulatory position, primarily because of his extensive experience and technical expertise in the power sector.

However, his possible appointment remains speculative at this stage, and the final selection will depend on the process being followed by the authorities.

Goel Set to Retire as Manipur Chief Secretary

Dr Goel has been serving as Chief Secretary of Manipur and is scheduled to retire on August 31. His superannuation comes as the Centre has approved the inter-cadre deputation of Rajeev Singh Thakur, a 1995-batch Rajasthan-cadre IAS officer, to the Manipur cadre until June 30, 2029.

Goel’s retirement will mark the end of a career spanning more than three decades in the civil services, during which he has held several senior positions at both the state and central levels.

Before taking charge in Manipur, Goel served as Chief Secretary of Goa, apart from holding important assignments in Delhi and at the Centre.

Why Goel Is Being Considered for DERC

One of the factors strengthening Goel’s credentials for the DERC position is his specialised background in power systems and renewable energy.

An IIT alumnus, Goel has extensive academic and professional exposure to the energy sector. His technical qualifications include an M.Tech in Power Systems Engineering from IIT Delhi and a Ph.D. in Renewable Energy. He has also pursued studies in computer networks.

His administrative experience includes serving as CMD of Delhi Transco Limited, giving him direct exposure to Delhi’s electricity transmission sector.

He has also served as Director in the Union Ministry of Power, further adding to his understanding of the country’s power sector and regulatory ecosystem.

Three-Decade Administrative Career

Born on August 3, 1966, Goel joined the IAS as part of the 1991 batch and belongs to the AGMUT cadre.

Over the course of his career, he has held several significant positions, including Chief Secretary of Goa, Chief Secretary of Manipur, Commissioner of the South Delhi Municipal Corporation, CMD of Delhi Transco Limited and senior positions in the Union government.

His career has combined field administration with specialised assignments in infrastructure, energy and urban governance.

His technical expertise has also received national recognition. In 2017, he was honoured with the National Energy Conservation Award by the President of India for his contributions relating to energy conservation and power-sector technology.

DERC Chairperson Post Has Been Vacant

The DERC Chairperson’s position is considered particularly important given the commission’s role in regulating Delhi’s electricity sector.

The post has reportedly remained vacant since the tenure of Justice (Retd) Umesh Kumar, with the selection process now being closely watched by administrative and power-sector circles.

Delhi Lieutenant Governor Taranjit Singh Sandhu, a former Indian Foreign Service officer, has already constituted a three-member panel to shortlist candidates for the regulatory position.

The panel is headed by retired Delhi High Court judge Justice S.L. Bhayana.

Goel Has Strong Power-Sector Credentials

Supporters of Goel’s possible candidature point to his unusual combination of administrative experience and technical knowledge.

Unlike many career administrators, Goel has worked extensively in the electricity and energy sectors. His experience at Delhi Transco Limited and the Union Ministry of Power gives him familiarity with the operational and policy dimensions of the power sector.

His academic background in power systems and renewable energy further strengthens his profile for a regulatory position dealing with electricity tariffs, distribution companies, transmission issues and consumer interests.

There is also speculation in administrative circles that his association with senior officials with deep experience in the power sector could work in his favour. However, these remain discussions and do not amount to confirmation of his candidature.

Selection Process Will Determine Next DERC Chief

While Goel is being discussed as a possible candidate, there is another section of administrative observers that believes his appointment is far from certain.

The three-member selection panel constituted by the Delhi Lieutenant Governor is expected to examine eligible candidates before recommending a name for the post. The eventual appointment will therefore depend on the prescribed selection process and the decision of the competent authorities.

For now, Dr Puneet Kumar Goel’s immediate milestone is his retirement as Manipur Chief Secretary on August 31. Whether he subsequently moves into Delhi’s power-regulatory establishment, however, remains to be seen.
