New Delhi: The Central Government has approved the inter-cadre transfer of Harish Jain (IPS: 2021: KL) from the Kerala cadre to the Haryana cadre on marriage grounds. Jain, a 2021-batch IPS officer, has been transferred to Haryana following his marriage to Kanika Goyal (IAS: 2023: HY).
The transfer has been approved by the Ministry of Home Affairs (MHA) under the provisions governing inter-cadre transfers of All India Services officers on marriage grounds.
Jain, who has served in several policing assignments in Kerala, was most recently posted as Commandant, Kerala Armed Police, 5th Battalion (KAP 5th BN). With the cadre change, he will now be allocated a fresh posting under the Haryana administration.
Inter-Cadre Transfer Approved on Marriage Grounds
The MHA exercised its powers under Sub-Rule (2) of Rule 5 of the Indian Police Service (Cadre) Rules, 1954, which provides for inter-cadre transfer of an IPS officer on grounds of marriage, subject to the required approvals and consent of the concerned state governments.
Under the applicable All India Services guidelines, when an officer marries another member of an All India Service, the couple may be permitted to serve in the same cadre.
Generally, the cadre of the spouse can be considered for such a transfer, subject to the applicable conditions. The guidelines also provide that the home state of either spouse is ordinarily not chosen as the destination cadre unless the case falls under exceptional provisions.
With the necessary approvals having been secured, Jain will now move from Kerala to Haryana to serve alongside his IAS spouse.
Who Is IPS Harish Jain?
Harish Jain is a 2021-batch Indian Police Service officer of the Kerala cadre. He is a Direct Recruit (RR) officer who entered the IPS after clearing the UPSC Civil Services Examination.
According to his service profile, Jain was born on November 2, 1996, and his home state is Delhi.

He holds a B.Com degree from the University of Delhi and formally joined the IPS on March 28, 2022.
Jain secured All India Rank 162 in the UPSC Civil Services Examination 2020, following which he was inducted into the IPS and allocated the Kerala cadre.
Training and Early Career in Kerala
After joining the IPS, Mr Jain underwent institutional training at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA), followed by the required cadre training in Kerala.
His initial years in the service involved field-level policing assignments, giving him experience in law-and-order management and grassroots policing.
He subsequently served as Assistant Superintendent of Police (ASP), Cherthala Sub-Division, in Alappuzha district.
Modernised Cherthala Police Project
During his tenure as ASP in Cherthala, Jain was associated with the Modernised Cherthala Police Project, which focused on improving police administration and citizen-facing services.
The initiative included efforts to digitise police records, improve grievance redressal mechanisms and promote more citizen-friendly policing.
Under the project, multiple police stations worked towards and secured ISO 9001:2015 certification, reflecting an emphasis on standardised administrative procedures and improved service delivery.
The assignment provided Jain with an opportunity to work on policing reforms at the sub-divisional level while combining technology with administrative improvements.
Promoted to Senior Time Scale
Jain was subsequently promoted to the Senior Time Scale, corresponding to Pay Level 11.
He was then posted as Commandant of the Kerala Armed Police, 5th Battalion (KAP 5th BN), headquartered in Idukki.
The assignment marked a move from field-level sub-divisional policing to a senior command position within the Kerala Armed Police.
He continued in this position until the Centre approved his inter-cadre transfer to Haryana.
From Kerala to Haryana
The latest decision marks a significant change in Jain’s career, as he will now leave the Kerala cadre and join the Haryana cadre.
The transfer has been approved specifically on the grounds of his marriage to Kanika Goyal, an IAS officer of the 2023 Haryana cadre.
Such inter-cadre transfers are provided for under the All India Services framework to enable spouses belonging to All India Services to serve in the same cadre, subject to prescribed conditions and government approvals.
Jain’s new posting in Haryana will be decided by the state administration following his cadre allocation.

The Centre’s approval follows the established mechanism for resolving cadre-related issues arising after marriage between members of the All India Services.
For officers belonging to services such as the IAS and IPS, cadre allocation is ordinarily determined at the time of entry into service. However, the cadre rules provide a mechanism for inter-cadre movement in specific circumstances, including marriage, subject to the prescribed conditions.
What the IPS Cadre Rules Say
The transfer has been processed under Rule 5(2) of the IPS (Cadre) Rules, 1954.
The provision empowers the Central Government to transfer an officer from one cadre to another in consultation with the concerned state governments.
Marriage between two All India Services officers is among the circumstances under which such cadre changes may be considered under the applicable policy framework.
The objective is to facilitate the couple’s ability to serve together while maintaining the administrative requirements governing cadre management.
A Young IPS Officer With Experience in Policing Reforms
Jain’s transfer comes relatively early in his IPS career. Since joining the service in 2022, he has already handled both sub-divisional policing and armed police command responsibilities.
His tenure as ASP in Cherthala was particularly notable for the focus on digitisation, standardisation and citizen-centric policing through the Modernised Cherthala Police Project.
He will now carry this experience into the Haryana cadre, where he is expected to receive a fresh assignment after completing the formalities associated with the inter-cadre transfer.
