New Delhi: The Central Government has approved the appointments of two officers to senior administrative positions in the Ministry of Home Affairs (MHA), New Delhi, under the Central Staffing Scheme (CSS).

S Jayavardhan, a 2014-batch Indian Administrative Service (IAS) officer of the Chhattisgarh cadre, has been appointed Deputy Secretary in the Ministry of Home Affairs for a period of four years.

Meanwhile, Kaviarasan K, a 2011-batch Indian Economic Service (IES) officer, has been selected for appointment as Director in the same ministry for a period of five years.

According to the appointment orders issued by the Department of Personnel and Training (DoPT), both officers have been directed to take up their new assignments promptly. The orders also reiterate the mandatory joining timeline prescribed for officers appointed under the Central Staffing Scheme.

IAS S Jayavardhan Appointed Deputy Secretary in MHA for Four Years

The Competent Authority has approved the appointment of S Jayavardhan, a 2014-batch IAS officer of the Chhattisgarh cadre, as Deputy Secretary in the Ministry of Home Affairs, New Delhi.

According to the order, his appointment has been made under the Central Staffing Scheme for a period of four years from the date he assumes charge of the post or until further orders, whichever is earlier.

The concerned authorities have been requested to relieve Jayavardhan of his existing duties immediately, enabling him to join his new assignment in the Union Home Ministry.

As Deputy Secretary, Jayavardhan will serve in a central government administrative position, with specific responsibilities to be determined by the ministry.

The appointment marks his selection for a central assignment under the Central Staffing Scheme, which facilitates the placement of eligible officers in ministries and departments of the Government of India.

IES Kaviarasan K Appointed Director in Home Ministry for Five Years

In a separate appointment order, Kaviarasan K, a 2011-batch officer of the Indian Economic Service, has been selected for appointment as Director in the Ministry of Home Affairs, New Delhi.

The officer was recommended for central deputation by the Department of Economic Affairs.

According to the DoPT order, his appointment has been approved under the Central Staffing Scheme for a period of five years from the date he takes over charge of the post or until further orders, whichever event takes place earlier.

The concerned department has been requested to relieve Kaviarasan K of his present responsibilities immediately so that he can join the Ministry of Home Affairs.

The appointment places the 2011-batch IES officer in a Director-level position in the Union Home Ministry.

Officers Directed to Join Within Three Weeks

Both appointment orders specifically refer to the joining timeline prescribed under the Central Staffing Scheme.

As per the directions of the Appointments Committee of the Cabinet (ACC), communicated through DoPT Circular No. 3/4/2004-EO(MM-I), dated August 17, 2005, officers appointed under the scheme are required to join their new posts within three weeks from the date of issue of the DoPT appointment order.

The orders state that failure to join within the stipulated period may result in the initiation of the process of debarment from the Central Staffing Scheme.

Accordingly, the concerned authorities have been asked to relieve both officers immediately and instruct them to report for their respective assignments in New Delhi.

The three-week deadline applies to both Jayavardhan and Kaviarasan K, notwithstanding the different tenures approved for their appointments.

Appointments Made Under Central Staffing Scheme

The Central Staffing Scheme provides a framework for the appointment of eligible officers from the All India Services and participating Group A services to positions in central government ministries and departments.

Under the scheme, officers are selected for central assignments in accordance with the applicable eligibility requirements, recommendations and approval procedures.

In the present appointments, IAS officer S Jayavardhan has been selected for a Deputy Secretary-level position for four years, while IES officer Kaviarasan K has been appointed to a Director-level position for five years.

Both tenures will commence from the respective dates on which the officers assume charge, rather than automatically from the dates of the appointment orders.

The orders also provide that their appointments may conclude earlier if further orders are issued by the competent authority.

Key Details of the Two Appointments

  • S Jayavardhan (IAS, 2014 batch, Chhattisgarh cadre): Appointed Deputy Secretary, Ministry of Home Affairs, for four years from the date of assuming charge or until further orders, whichever is earlier.
  • Kaviarasan K (IES, 2011 batch): Appointed Director, Ministry of Home Affairs, for five years from the date of assuming charge or until further orders, whichever is earlier. Recommended for central deputation by the Department of Economic Affairs.

Both officers have been instructed to take up their new assignments within the prescribed joining period.
