New Delhi: In a fresh round of bureaucratic appointments, the Government of India on Wednesday issued notifications appointing senior Indian Administrative Service (IAS) officers to key positions in the Union Ministries of Education and Coal. IAS officer S. Vineeth has been appointed as Private Secretary to Education Minister Dharmendra Pradhan, while IAS officer Prashant Panwar has been named Deputy Secretary in the Ministry of Coal.
The appointments are aimed at strengthening administrative efficiency and policy execution at the central level.
S. Vineeth Appointed Private Secretary to Dharmendra Pradhan
S. Vineeth, an IAS officer of the 2013 batch from the Tamil Nadu cadre, has been appointed as Private Secretary to Union Education Minister Dharmendra Pradhan in the Ministry of Education.
He will serve at the Deputy Secretary level for a tenure of five years from the date he assumes charge. However, as per official orders, his tenure will be co-terminus with that of the minister or until further instructions are issued, whichever is earlier.

The government has directed that he be relieved from his current responsibilities at the earliest to take up his new assignment in New Delhi.
Professional Background of S. Vineeth
Born on May 12, 1983, S. Vineeth is a medical professional-turned-bureaucrat with a diverse academic and administrative background. He holds:
- An MBBS degree from Kerala University
- A Postgraduate Diploma in Health Management
- A Bachelor’s degree in Geoinformatics from Anna University
Currently, he is serving as the Project Director of the Tamil Nadu Health System Project, a position he has held since February 9, 2025.
Over the years, he has held several important administrative roles, including:
- Joint Secretary
- Managing Director
- District Collector
- Joint Managing Director
- Sub Collector
- Assistant Secretary
He is proficient in English, Malayalam, and Tamil, and continues to serve as a key officer in the Indian Administrative Service.
Prashant Panwar Appointed Deputy Secretary in Coal Ministry
In a separate order, Prashant Panwar, a 2015-batch IAS officer from the Haryana cadre, has been appointed as Deputy Secretary in the Ministry of Coal.
His tenure in the new role will be for a period of four years, as per the official notification.

- Additional Deputy Commissioner (ADC)

Since September 8, 2025, he has been serving as the Chief Executive Officer of the Haryana Parivar Pehchan Authority, a key role in implementing family identification and welfare delivery systems in the state.
