New Delhi: In two separate promotion developments, 1997-batch IRS officer Aryendra Pal Singh has been promoted to the grade of Deputy Commissioner of Customs & Indirect Taxes, while 2002-batch IDES officer D Madhukar Naik has been elevated to the Senior Administrative Grade (SAG).
The promotions have been approved against the respective vacancy and panel years, with Naik also being posted as Additional Director General (Addl DG) at the Headquarters in New Delhi.
Aryendra Pal Singh Promoted as Deputy Commissioner
Aryendra Pal Singh, a 1997-batch officer of the Indian Revenue Service (IRS), has been promoted to the grade of Deputy Commissioner of Customs & Indirect Taxes on a regular basis.
His promotion has been made against the vacancy year 2025 and will have notional effect from January 1, 2025, continuing until further orders.
The promotion places Singh in a higher supervisory position within the Customs and Indirect Taxes administration.
The notional date of January 1, 2025 means that while the promotion is being granted against the 2025 vacancy year, its effect for service purposes is reckoned from the specified date.

D Madhukar Naik Elevated to Senior Administrative Grade
In another significant promotion, D Madhukar Naik, a 2002-batch officer of the Indian Defence Estates Service (IDES), has been promoted to the Senior Administrative Grade (SAG).
The promotion has been granted for the panel year 2023.
Following his elevation, Naik has been posted as Additional Director General at the Headquarters in New Delhi.
The posting at the headquarters gives the officer a senior administrative responsibility within the Defence Estates establishment.
Naik’s Promotion and New Posting
The Senior Administrative Grade represents an important stage in the career progression of officers in the organised Group A services.
Naik’s elevation to SAG, coupled with his appointment as Addl DG at the headquarters, marks a significant advancement in his service career.
As part of the Defence Estates establishment, IDES officers handle responsibilities related to the management and administration of defence land and cantonment-related matters.
Naik’s new assignment at the headquarters will place him in a key administrative role in the organisation.
Two Separate Service-Cadre Promotions
The two orders involve officers from different civil services and have been issued under their respective service structures.
While Singh belongs to the Indian Revenue Service, where his promotion relates to Customs and Indirect Taxes, Naik is an officer of the Indian Defence Estates Service, with his promotion taking him to the Senior Administrative Grade.
Both developments underline the continuing process of career progression and placement of senior officers across the Central government’s administrative machinery.
