New Delhi: Three senior Indian Revenue Service (Income Tax) officers have been granted in-situ promotion to the grade of Chief Commissioner of Income Tax for the panel year 2026.
The officers who have been promoted are Sunita Singh, Priya Ranjan Ghosh and Manas Mehrotra. While Singh and Ghosh belong to the 1994 batch of the Indian Revenue Service (Income Tax), Mehrotra is a 1995-batch officer.
The promotions place the three officers in the Chief Commissioner of Income Tax grade, corresponding to Level 16 of the Pay Matrix, for the 2026 panel year.
Three Senior IRS-IT Officers Promoted
The three officers covered by the promotion are:
- Sunita Singh — IRS-IT: 1994
- Priya Ranjan Ghosh — IRS-IT: 1994
- Manas Mehrotra — IRS-IT: 1995

The in-situ nature of the promotion means that the officers have been placed in the higher grade while continuing in their existing positions, subject to the terms of the relevant promotion order.

1994 Batch Officers Among Those Promoted
Sunita Singh and Priya Ranjan Ghosh are both officers of the 1994 batch of the Indian Revenue Service (Income Tax).
Their elevation comes after more than three decades of service in the Income Tax Department and places both officers in the Chief Commissioner grade for the 2026 panel year.
Manas Mehrotra, meanwhile, belongs to the 1995 batch of IRS (Income Tax). His promotion also places him in the same Chief Commissioner grade under the 2026 panel.
What Is an In-Situ Promotion?
An in-situ promotion is an elevation to a higher grade or level without necessarily involving an immediate change in the officer’s existing place of posting.
In the present case, the three officers have been promoted to the Chief Commissioner of Income Tax grade for the 2026 panel year. The promotion therefore concerns their placement in the higher grade, while their existing assignments may continue unless separate posting or transfer orders are issued.
Three Officers Move to Level 16
The latest promotions place all three officers at Level 16 of the Pay Matrix, the level specified for the Chief Commissioner of Income Tax grade.
The order covers the 2026 panel year and includes officers from the 1994 and 1995 IRS-IT batches.
The development is part of the regular process of empanelment and promotion of senior officers within the Income Tax Department, with the latest elevation bringing three more experienced IRS officers into the Chief Commissioner grade.
