The Government of India has announced the promotion of Mr. Manas Ranjan Mohanty and Mr. Naveen Kumar Jain, both 1992-batch IRS (Customs & Indirect Taxes) officers, to the grade of Chief Commissioner of Customs & Indirect Taxes. The promotions were approved by the Ministry of Finance, Department of Revenue (Central Board of Indirect Taxes & Customs – CBIC).

Mr. Manas Ranjan Mohanty has been empaneled and promoted on an ad-hoc basis to Level 16 of the Pay Matrix (HAG+), effective upon assuming charge, but not before April 1, 2025. However, this promotion is purely ad-hoc, meaning it does not confer any right for continued officiation or regular promotion in the said grade. Additionally, his period of service under this appointment will not be counted for seniority or future promotions, and the Government reserves the right to terminate the appointment at any time.
In contrast, Mr. Naveen Kumar Jain has been promoted on a regular basis to Level 16 of the Pay Matrix (HAG+), as approved by the President of India against the 2025 panel year. Unlike Mr. Mohanty’s ad-hoc promotion, Mr. Jain’s appointment is permanent, and he will assume charge of the Chief Commissioner of Customs & Indirect Taxes on regular terms.
These promotions reflect the continued restructuring and elevation of senior officials within CBIC, ensuring leadership continuity in the Customs & Indirect Taxes domain.
