Major Police Reshuffle in J&K: 21 Top Cops Transferred to Boost Efficiency, IPS Abdul Ghani Mir Made Comdt. Gen., Home Guards, SDRF

In a significant administrative overhaul aimed at boosting operational effectiveness and public service delivery, Lieutenant Governor of Jammu and Kashmir, Mr. Manoj Sinha, has ordered the transfer and posting of 21 senior police officers across the Union Territory.

Issued under Government Order No. 484-Home of 2025, the reshuffle involves 7 Indian Police Service (IPS) officers from batches ranging from 1994 to 2017, and 14 Jammu and Kashmir Police Service (JKPS) officers from batches between 1999 and 2004. This strategic move reflects the administration’s commitment to strengthening institutional leadership and improving law and order in key areas.

IPS Officers: Dynamic Leadership from AGMUT Cadre Realigned

Senior IPS officer Mr. Abdul Ghani Mir (AGMUT 1994) has been appointed as Commandant General, Home Guards, Civil Defence, and SDRF, J&K. Mr. Mir, who was recently promoted to the rank of DGP and previously served as IGP Kashmir Range, takes over from Mr. Alok Kumar, who held the position as an additional charge.

  • Mr. Mohammad Yaseen Kichloo (AGMUT 2013): From SSP CICE Jammu to Principal, STC Talwara
  • Mr. Shobhit Saxena (AGMUT 2015): From SSP Kathua to SSP Security, J&K
  • Ms. Tanushree (AGMUT 2017): From SP, SIA HQ to SSP Pulwama (replacing Ms. P.D. Nitya, IPS)
  • Mr. Sahil Sarangal (AGMUT 2017): From SSP Kulgam to SSP Handwara
  • Ms. Mohita Sharma (AGMUT 2017): From AIG Provisions to SSP Kathua
  • Mr. Anayat Ali Choudhary (AGMUT 2017): From SSP Shopian to SSP Kulgam

This selection from varying IPS batches ensures a blend of experience and fresh perspectives across districts and security divisions.

Fourteen JKPS officers have also been reassigned to strengthen institutional command at training centers, intelligence wings, and district police units:

  • Mr. Benam Tosh (JKPS 1999): From SSP, EOW Jammu to Deputy Director, SKPA Udhampur
  • Mr. Harmeet Singh Mehta (JKPS 2001): From SSP, Bandipora to Commandant, 13 IR
  • Mr. Javid Iqbal (JKPS 2001): From Commandant, 6 JKAP to AIG, CT & Intelligence
  • Mr. Mohammad Fiesel Qureshi (JKPS 2002): From Staff Officer to IGP Crime to SSP, EOW Jammu
  • Mr. Ramnish Gupta (JKPS 2004): From Deputy Director, SKPA Udhampur to SSP, CICE Jammu
  • Mr. Aijaz Ahmed Zargar (JKPS 2004): From AIG, CT & Intelligence to SSP, Bandipora
  • Mr. Mushtaq Ahmad (JKPS 2004): From SSP, Handwara to SSP, Shopian

Pending Officers Assigned Strategic Posts Across Forces

A number of officers previously awaiting postings have now been allocated to significant positions across the Indian Reserve (IR) and Jammu and Kashmir Armed Police (JKAP) units:

  • Mr. Ashiq Hussain Tak: Appointed as Dy. Commanding Officer (Dy CO), 6 IR
  • Mr. Owaise Rashid: Posted as Additional SP, Ganderbal
  • Mr. Sarfaraz Bashir Ganai: Assigned as Dy CO, 11 IR
  • Mr. Ghulam Mustafa Bhat: Appointed as Dy CO, 17 IR
  • Mr. Shahzada Kabir Mattoo: Designated Dy CO, 9 JKAP
  • Mr. Ashish Gupta: Posted as Dy CO, 5 IR

These appointments ensure that vital positions across the armed police infrastructure are filled, enhancing field readiness and coordination.

Strategic Reshuffle Signals Stronger Governance and Decentralized Policing

The reshuffle represents a calculated effort by the administration to infuse new energy, leadership balance, and district-level accountability into the policing framework of Jammu and Kashmir. By appointing a mix of experienced senior officers and capable young IPS officers, Mr. Sinha’s administration continues to prioritize law and order, capacity-building, and citizen-centric policing.

The reallocation is expected to enhance field responsiveness, streamline inter-agency coordination, and reinforce grassroots security mechanisms across the Union Territory.
