New Delhi: The Delhi High Court lawyers bills case has come under judicial scrutiny after several lawyers complained about delayed payments and technical problems on the Delhi Government’s Online Single Window System (OSWS) portal.
Acting on these concerns, the Delhi High Court directed the Delhi Government to clear pending bills quickly and improve the functioning of the online portal.
The Court’s directions aim to ensure timely payments to government panel lawyers and remove administrative hurdles that have affected bill processing for several years.

The Delhi High Court was hearing petitions filed by lawyers representing the Delhi Government. The petitioners informed the Court that many bills remained unpaid despite repeated submissions through the online system.

They also complained about technical glitches, repeated objections, and delays in the issuance of Bill Transmission Forms (BTFs), which are required for processing payments. Justice Mini Pushkarna took note of these concerns and directed the authorities to take immediate corrective measures.

Another major issue highlighted before the Court was the non-issuance of Bill Transmission Forms (BTFs). Lawyers argued that without BTFs, they could not upload or process their bills on the online portal even after appearing in court and representing the Delhi Government.

Counsels also pointed out that the portal did not clearly show which bills had been approved and which remained pending. This made it difficult for lawyers to track the status of their claims and understand the reasons for delays.
