KOLKATA: A formal police complaint has been filed alleging serious security lapses during the high-profile ‘GOAT India Tour – Kolkata Edition’ featuring Argentine football legend Lionel Messi.
The complaint, submitted by event organiser Satadru Dutta before the Bidhannagar South Police Station on May 18, 2026, seeks legal action against several prominent individuals, including former West Bengal Director General of Police Rajiv Kumar, who is currently a Rajya Sabha Member.
Who Has Been Named in the Complaint?
According to the complaint, the following individuals have been named in connection with the alleged breach:
- Arup Biswas, former West Bengal Sports Minister
- Juin Biswas, Trinamool Congress Councillor
- Santanu Basu, IAS officer of the 2000 batch (West Bengal cadre)
- Rajiv Kumar, retired IPS officer of the 1989 batch and current Rajya Sabha MP
- Other unidentified individuals allegedly linked to the incident

Allegations of Security Lapses During GOAT India Tour
The complaint pertains to the ‘GOAT India Tour – Kolkata Edition’, held at Vivekananda Yuba Bharati Krirangan on December 13, 2025.
The organiser has alleged that there was:
- Unlawful intrusion into restricted security zones
- Complete collapse of perimeter control
- Major disruption during the event
- Compromise of security arrangements for the international football icon
The programme attracted significant public and media attention, making the security arrangements a matter of considerable importance.
Police Asked to Conduct Detailed Investigation
Satadru Dutta has urged the Bidhannagar South Police Station to register the complaint and initiate a comprehensive investigation into the circumstances that led to the alleged security breach.
The complaint seeks to determine whether the named individuals or others played any role in undermining the event’s security protocols.
High-Profile Matter Draws Attention
The naming of senior political figures, a serving IAS officer, and former police chief Rajiv Kumar has added significant weight to the matter. As Rajiv Kumar currently serves as a Member of Parliament in the Rajya Sabha, the complaint is expected to attract widespread public and political attention.
No official response from the individuals named in the complaint had been reported at the time of writing.
