New Delhi: In a major step toward strengthening maritime cooperation and defence partnership, Mazagon Dock Shipbuilders Limited (MDL) has signed a trilateral Memorandum of Understanding (MoU) with the Indian Navy and the Brazilian Navy. The agreement focuses on the structured exchange of information and collaboration on the maintenance of Scorpène-class submarines and other naval vessels.
The MoU was jointly signed by Admiral Dinesh K Tripathi, Chief of the Naval Staff (Indian Navy), Adm Marcos Olsen, Commander (Brazilian Navy), and Capt Jagmohan, Chairman & Managing Director (MDL). This strategic pact marks a significant step in enhancing bilateral maritime cooperation and building a future-ready naval partnership.
A Major Boost to Submarine Life-Cycle Support
According to the Indian Navy, the MoU is expected to greatly enhance life-cycle support for Scorpène-class submarines by enabling:
- Seamless experience sharing in maintenance practices
- Collaboration in logistics and technical training
- Strengthening of cooperation between government agencies and defence industries in both countries
The agreement also aims to facilitate smoother sustainment of naval platforms and exchange of operational expertise.

Strengthening Defence R&D and Technological Innovation
The trilateral cooperation is poised to bolster Defence Research & Development, especially in submarine technology and naval engineering. The collaboration is expected to promote:
- Innovation in maintenance technologies
- Improved reliability of naval platforms
- Joint exploration of advanced repair and overhaul methods
This MoU lays the foundation for greater technological synergy between India and Brazil in the maritime domain.
Part of a Growing India–Brazil Defence Partnership
The signing of the MoU coincided with Admiral Tripathi’s strategic visit to Brazil, which follows several high-level defence interactions between the two nations. Earlier, a 40-member delegation from Brazil’s Naval War College visited India for discussions on strengthening bilateral training cooperation.
Brazilian delegations have also visited the College of Defence Management and Headquarters Integrated Defence Staff (HQ IDS) in recent months, signalling increasing engagement in defence diplomacy.
The MoU aligns with commitments made during Prime Minister Narendra Modi’s visit to Brazil, where he and President Luiz Inacio Lula da Silva agreed to deepen cooperation under a ten-year strategic roadmap. Defence and security were identified as one of the five key pillars of this enhanced partnership.
A joint statement from the Ministry of External Affairs (MEA) highlighted shared strategic interests, increased military exercises, and improved cooperation on classified information and cybersecurity—all contributing to stronger defence ties.
