Nagpur: Mineral Exploration and Consultancy Limited (MECL) organised a one-day Familiarization Programme on Master Circulars on October 6, 2026, bringing together vigilance functionaries from several public sector and government organisations.
The programme focused on improving participants’ understanding, interpretation and effective implementation of the provisions contained in Master Circulars.
Officials from organisations including the following participated in the programme:
- Indian Bureau of Mines (IBM)
- Geological Survey of India (GSI)
- Western Coalfields Limited (WCL)
- Hindustan Copper Limited (HCL)
- National Aluminium Company Limited (NALCO)
- Bharat Heavy Electricals Limited (BHEL)
Senior Officials Attend Inaugural Session
The programme began with the ceremonial lighting of the lamp by senior officials from MECL and MOIL.
Those present included:
- Indra Dev Narayan, CMD, MECL
- Pankaj Pandey, Director (Technical), MECL
- Surendra Singh Kshatriya, Director (Finance), MECL
- Pradeep Kumar, CVO, MECL
- B. D. Gajghate, IOFS, CVO, MOIL
Pradeep Kumar, CVO, MECL, delivered the welcome address and highlighted the importance of vigilance in promoting good governance, institutional integrity and public trust.

MECL CMD Highlights Role of Institutional Values
Addressing the participants, MECL CMD Indra Dev Narayan emphasised the importance of ethical and responsible functioning within organisations.
He noted that while leadership provides direction, institutional values form the foundation for ethical conduct and responsible action.
The programme provided a platform for vigilance officials from different organisations to share experiences and discuss practical aspects of vigilance administration.
Session Focuses on Central Vigilance Commission Advice
The technical session was conducted by B. D. Gajghate, CVO, MOIL, who discussed Master Circular No. 06/MC/2026.
The session focused on the:
- Procedure for obtaining the advice of the Central Vigilance Commission (CVC)
- Implementation of CVC advice
- Understanding and interpreting the provisions of the Master Circular
- Practical aspects of implementing the prescribed procedures
An interactive Question & Answer session followed the technical presentation, allowing participants to seek clarifications and exchange views on various issues.
Programme Aims to Strengthen Vigilance Practices
The familiarization programme was organised with an emphasis on learning, knowledge-sharing and strengthening vigilance practices across participating organisations.
The initiative provided vigilance functionaries with an opportunity to enhance their understanding of regulatory procedures while learning from the experiences and perspectives of officials from other organisations.
