Chandigarh: The Mohali Municipal Corporation has approved a proposal to establish a 300-tonne-per-day (TPD) compressed biogas (CBG) plant at Samgauli village in Dera Bassi, Punjab. The project, proposed in partnership with HPCL Renewable & Green Energy Ltd (HPRGE), will process segregated wet waste generated by nine urban local bodies.
300 TPD Wet Waste to Be Processed
The proposed plant will receive around 300 TPD of wet municipal waste, along with 15–20 tonnes of cattle dung per day. The facility will convert biodegradable waste into compressed biogas and fermented organic manure.
The waste will come from Mohali, Zirakpur, Kharar, Nayagaon, Dera Bassi, Kurali, Lalru, Banur and Gharuan, creating a regional waste-processing system for the participating urban areas.

Samgauli Land to Host the Project
The Municipal Corporation has around 39 acres of land at Samgauli, of which 15–20 acres may be allocated for the CBG project.
The land is proposed to be provided to HPRGE for 30 years, either free of cost or at a nominal lease rate, subject to feasibility, applicable conditions and necessary approvals.
HPRGE to Build and Operate Plant
Under the proposed arrangement, HPRGE will conduct the feasibility study, soil investigation and project planning. The company will also bear the capital expenditure required to establish the facility.
Its responsibilities will include construction of the plant and associated buildings, installation of machinery and utilities, and operation and maintenance of the facility.
The municipal corporation and participating urban local bodies, meanwhile, will support the project by ensuring a regular supply of segregated wet waste.
Focus on Waste Management and Clean Energy
The project is expected to provide a regional solution for managing biodegradable municipal waste while generating useful products from it.
Compressed biogas can be produced from organic waste through anaerobic digestion, while the remaining material can be processed into organic manure. This approach can help link municipal waste management with renewable energy and resource recovery.
The participating local bodies will also need to facilitate road access for waste transportation and construction vehicles, statutory clearances, electricity, water and other utilities.
Project Moves to Next Stage
Following the Municipal Corporation House approval, the project will move through land demarcation, feasibility assessment and other formalities.
The proposed arrangement will subsequently require a memorandum of understanding, a wet-waste supply or concession agreement and a long-term land lease agreement between the Municipal Corporation and HPRGE.
The proposal follows HPRGE’s earlier submission to the Punjab Municipal Infrastructure Development Company in August 2024 for a municipal solid waste-based CBG facility.
If implemented as proposed, the Samgauli plant could strengthen waste-processing capacity across the Mohali region while converting large quantities of biodegradable waste into compressed biogas and organic manure.
