Bhopal: Madhya Pradesh Chief Minister Dr. Mohan Yadav has directed government departments to ensure that public services and citizen-related works are completed within the prescribed time frame. He said efforts should be made to resolve people’s issues before they reach the government helpline.
The Chief Minister issued the directions during a special meeting with senior government officials at the Mantralaya in Bhopal on August 25, 2026. Chief Secretary Ashok Barnwal and Additional Chief Secretary in the Chief Minister’s Office Neeraj Mandloi, along with other senior officials, were present.
The meeting reviewed the progress of 21 major works across departments, including revenue, rural development, urban development, tourism, culture, home and general administration.
CM Mohan Yadav Calls for Faster Resolution of Public Grievances
CM Mohan Yadav stressed that public welfare must remain the government’s highest priority.
He directed officials to ensure that routine public works are completed within the stipulated timelines and that citizens do not have to repeatedly approach helplines or government offices for resolution of their problems.
Under the Mukhyamantri Jan Vishwas Abhiyan 2026, weekly camps and public interactions are being organised across the state. The Chief Minister noted that the initiative has produced encouraging results over the past three weeks.
He directed departments to prepare a plan for the next one month of weekly activities in advance.
If a Friday camp or dialogue cannot be held because of a festival or other reason, officials have been instructed to conduct the activity on the following Saturday.

Biometric Attendance to Be Introduced in Government Offices
The government is set to introduce a biometric attendance system for officers and employees at the Mantralaya and the Vindhyachal and Satpura Bhawans in Bhopal.
The system will subsequently be implemented in government offices across the districts.
The Chief Minister directed senior officials to monitor attendance and ensure that officers and employees:
- Reach offices on time.
- Complete assigned work within deadlines.
- Remain accountable for citizen-related services.
- Ensure timely disposal of pending matters.
Free Registration of Rural Abadi Land Under PM Swamitva Yojana
The Chief Minister directed officials to accelerate the process of providing free registration of rural residential (abadi) land under the PM Swamitva Yojana.
The government will work on registering rights records and identifying encroachment-free land in villages.
A joint committee comprising officials from the Revenue Department and Panchayat and Rural Development Department will be formed at the district level for this purpose.
The government also plans to prepare a detailed campaign to ensure that rural residents receive the benefit of free registration, which can make it easier for them to access bank loans against their property.
Officials have also been directed to identify residential land and provide housing land titles to landless people in rural areas.
Narmada Samagra Mission to Focus on River Conservation
CM Mohan Yadav directed the Panchayat and Rural Development Department to complete the necessary process for establishing and implementing the Narmada Samagra Mission (NAMAN).
The mission will focus on keeping the Narmada river clean and flowing while promoting:
- Environmental conservation
- Pollution prevention
- Cultural participation
- Social involvement
- Coordination among government departments
- Integrated development around the river
The government aims to bring various initiatives related to the Narmada under a coordinated framework.
Focus on Drinking Water and Sewerage Management in Cities
The Chief Minister also reviewed urban drinking water supply and sewerage projects.
He said urban local bodies must ensure proper management of drinking water and sewerage services, with adequate availability of drinking water given priority.
He also directed the Public Health Engineering (PHE) Department to ensure adequate technical manpower in urban areas.
Officials were asked to examine the deputation of PHE technical officers and employees to urban bodies under the administrative control of the Urban Development and Housing Department.
A one-time absorption of willing PHE technical personnel against available positions in the ideal staffing structure of urban local bodies was also discussed.
Religious Tourism Projects in Chitrakoot, Orchha and Datia
The Chief Minister directed departments to accelerate development works at major religious and tourism destinations across Madhya Pradesh.
Under the Shri Ram Van Gaman Path project, 30 works are being implemented, with ₹160 crore being spent on 10 works and 20 additional locations identified for development.
In Chitrakoot, the government has received the required permission from the Forest Department for development of the Kamdagiri Parikrama Marg.
A total of 12.50 hectares of forest land has been identified for tourism-related facilities.
Officials were also directed to complete development works at:
- Gupt Godavari temple complex
- Sati Anusuya temple
- Multi-facility centre
- Mamleshwar temple complex in Omkareshwar
- Religious and spiritual destinations in Datia and Orchha
The Chief Minister also discussed the Mandakini River Linking Project and the development of a joint pilgrimage destination.
₹225 Crore Development Works Under Shri Krishna Pathey
Development projects are also being implemented under the Shri Krishna Pathey initiative.
According to the government, development works worth ₹225 crore are being carried out at different levels under the project.
The Chief Minister directed officials to speed up these projects along with other religious tourism initiatives.
He also reviewed efforts to add more cultural sites to the UNESCO World Heritage list. The state has added 15 sites over three years and is pursuing the inclusion of six more cultural sites.
Preparations for Simhastha 2028 and Crowd Management
With preparations underway for Simhastha 2028, the Chief Minister directed officials to complete infrastructure projects while simultaneously focusing on crowd management.
Facilities are being developed at several temples in Ujjain and other major religious destinations to make visits more convenient for devotees.
The government will also undertake comprehensive development of major religious sites in Ujjain through the Temple Bond mechanism.
The Chief Minister reviewed the facilities being developed at various religious destinations across Madhya Pradesh.
Security Forces and Home Guard Capacity to Be Expanded
The Home Department’s proposals for strengthening security arrangements were also reviewed.
The government is working on increasing the capacity of the State Industrial Security Force from 2,000 to 5,000 personnel.
Other proposals include:
- Special recruitment of youth belonging to the Baiga, Bharia and Saharia Particularly Vulnerable Tribal Groups.
- Finalisation of Home Guard recruitment rules and conducting recruitment examinations.
- Creation of Home Guard posts at temples on the lines of the Mahakaleshwar Temple arrangement.
- Risk allowance for personnel deployed on VIP duties.
- Increasing the strength of the Counter Terrorist Group from 50 to 250 personnel.
- Formation of the Madhya Pradesh State Rapid Action Force.
The Chief Minister directed officials to complete the proposed security-related works within the stipulated timelines.
Promotions to Be Completed in September and October
The General Administration Department was directed to complete the remaining work related to government employee promotions.
The government plans to conduct Departmental Promotion Committee (DPC) proceedings during September and October to complete the pending promotion-related process.
CM’s Key Directions to Departments
The Chief Minister issued several key directions during the review meeting:
- Give top priority to public welfare and resolve citizen-related issues within time limits.
- Ensure rural residents receive the benefit of free property registration.
- Provide housing land titles to eligible landless people.
- Complete the formation and implementation process of the Narmada Samagra Mission.
- Ensure timely completion of drinking water and sewerage projects in urban areas.
- Accelerate development works in Chitrakoot, Orchha and Datia, along with Shri Ram Van Gaman Path and Shri Krishna Pathey projects.
- Complete arrangements for providing security forces to industrial units within the prescribed timeline.
- Continue the promotion process and complete necessary DPC proceedings in September and October.
- Strengthen coordination with relevant Central Government ministries to accelerate departmental projects.
The review meeting reflects the Madhya Pradesh government’s focus on time-bound governance, citizen services, rural property rights, infrastructure, religious tourism, environmental conservation and security preparedness.
