New Delhi: Narendra Bhooshan, a 1992-batch Indian Administrative Service (IAS) officer of the Uttar Pradesh cadre, has assumed charge as Secretary of the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India.
Bhooshan brings more than three decades of administrative experience across the Central and State Governments. His experience spans key areas including energy, infrastructure, industry, agriculture, urban development, finance and land-resource management.
His appointment as Secretary, MoEFCC, follows his tenure as Secretary, Department of Land Resources, Ministry of Rural Development.
Narendra Bhooshan’s Career in Uttar Pradesh
During his career in the Uttar Pradesh cadre, Narendra Bhooshan has held several senior administrative positions across important departments.
He has served as Additional Chief Secretary, Energy, as well as Additional Energy Source and Technical Education. He also held the position of Principal Secretary in several departments, including:
- Public Works Department (PWD)
- Infrastructure and Industries Development
- Information Technology and Electronics
- Science and Technology
- Panchayati Raj
Bhooshan also served as the Chief Executive Officer of the Greater Noida Authority, apart from holding several other important assignments.
His field-level administrative experience includes serving as District Magistrate of Mathura, Firozabad and Udham Singh Nagar.
Experience in Central Government
At the Government of India level, Bhooshan has held several important positions across different ministries and organisations.
His previous Central Government assignments include:
- Deputy Director General, Unique Identification Authority of India (UIDAI)
- Mission Director, National Food Security Management
- Joint Secretary, Department of Agriculture and Cooperation
- Officer on Special Duty, India Trade Promotion Organisation (ITPO) under the Ministry of Commerce and Industry
Before taking charge as MoEFCC Secretary, he served as Secretary, Department of Land Resources, under the Ministry of Rural Development.
Narendra Bhooshan’s Education and Training
Narendra Bhooshan holds a graduate degree in Electronics and a Master’s degree in International Development Policy from Duke University, USA.
His professional training includes programmes focused on areas such as:
- Public finance
- Infrastructure
- Climate-change preparedness
His academic background and administrative experience cover technology, development policy, infrastructure and climate-related areas.

The Ministry of Environment, Forest and Climate Change (MoEFCC) is the Union Government ministry responsible for policies and programmes related to environmental protection, forests, wildlife conservation, pollution control and climate change.
