New Delhi: NTPC Renewable Energy Limited (NTPC REL) has issued a tender for the development of a 215 MW wind energy project at a State Transmission Utility (STU) substation in Madhya Pradesh.
The tender has been issued at no cost, while bidders are required to furnish a bid security of ₹20 crore. NTPC REL has invited bids for the project until September 25, 2026.
NTPC REL plans to finance the project package through a combination of its own resources and borrowings.
215 MW Wind Project to Be Developed in Madhya Pradesh
The proposed project will involve the development of a 215 MW wind power facility connected to an STU substation in Madhya Pradesh.
Under the tender, the selected bidder will be responsible for various activities associated with setting up the wind project, including design, engineering, equipment supply and project development.
The bidder will also be required to undertake complete land acquisition and arrange STU connectivity for the project.

Key Scope of Work for Selected Bidder
The tender requires bidders to have prior experience in undertaking activities related to wind power projects in Madhya Pradesh.
The scope includes:
- Detailed design and engineering
- Micro-siting of wind turbines
- Manufacturing and other project-related activities
- Complete land acquisition
- STU connectivity
- Supply of eligible wind turbine generators (WTGs)
- Development of the wind farm within the offered project area
The tender also requires bidders to provide ALMM (Wind)-listed Wind Turbine Generators for the proposed wind farms.
Wind Turbines Must Meet ALMM Requirements
Under the tender conditions, bidders are required to offer ALMM (Wind)-listed WTG machines with a capacity of 3.0 MW or higher.
The bidder must also associate with a WTG manufacturing entity that has an approved WTG model with a minimum rating of 3,000 kW in the latest Approved List of Models and Manufacturers (ALMM) for Wind issued by the Ministry of New and Renewable Energy (MNRE).
The relevant WTG model must be included in the latest ALMM (Wind) list before the date of techno-commercial bid opening.
Financial Eligibility Criteria for Bidders
NTPC REL has also specified financial eligibility requirements for companies participating in the tender.
A bidder must have an average annual turnover of at least ₹395.96 crore during the preceding three financial years as of the date of techno-commercial bid opening.
The financial criteria are intended to ensure that participating bidders have the required financial capacity to undertake the large-scale wind power project.
WTG Manufacturers Face Participation Restrictions
The tender also lays down specific conditions governing the participation of WTG manufacturing entities.
A WTG manufacturing entity can participate in the tender through only one route:
- As a Bidder, or
- As an Associate of a bidder
If a WTG manufacturing entity participates through more than one route, whether independently or in association with another bidder, all such bids will be rejected.
The tender further specifies that a WTG manufacturing entity can associate with only one bidder that meets the requirements under the relevant clause.
If the same WTG manufacturing entity associates with more than one eligible bidder, all such bids will be rejected.
Earlier 193 MW Wind Project Awarded in Madhya Pradesh
The latest NTPC REL tender comes amid growing activity in Madhya Pradesh’s wind energy sector.
Previously, Ayana Renewable Power Private Limited (Ayana) won a 193 MW wind power project in Madhya Pradesh.
Ayana is a subsidiary of ONGC NTPC Green Private Limited, which is a 50:50 joint venture between NTPC Green Energy Limited and ONGC Green Limited.
The company secured the project alongside Bharat Petroleum Corporation Limited (BPCL), which won a 100 MW wind project under the 800 MW wind tender floated by Madhya Pradesh Power Management Company Limited (MPPMCL).
The awards are part of the growing development of wind power capacity in the state.
NTPC REL Expands Renewable Energy Project Pipeline
The 215 MW tender adds to NTPC REL’s renewable energy project development pipeline and strengthens its focus on wind power.
By inviting private-sector participation for project development, equipment supply, land acquisition and connectivity, the tender seeks to bring together technical and financial capabilities for establishing the proposed wind capacity.
The project will also require compliance with MNRE’s applicable ALMM requirements for wind turbine models and manufacturers.
