New Delhi: OIL Green Energy Limited (OGEL), a wholly owned subsidiary of Maharatna CPSE Oil India Limited (OIL), has signed Memoranda of Understanding (MoUs) with the municipalities of Gurugram, Faridabad, Hisar and Ambala for developing integrated Compressed Biogas (CBG) and Waste-to-Energy projects in Haryana.
The MoUs were signed on August 30, 2026, in the presence of Haryana Chief Minister Nayab Singh Saini, along with senior ministers, Members of Parliament and officials from the Government of Haryana and OIL/OGEL.
The four projects will collectively process 5,000 tonnes of municipal solid waste per day and are expected to produce 70–75 tonnes per day (TPD) of CBG and generate 50 MW of green power.
5,000 TPD Waste Processing Capacity Across Four Cities
The proposed projects will be developed across four municipal clusters in Haryana, with different waste-processing capacities.
Project Capacity by Location
- Hisar: 500 TPD
- Ambala: 900 TPD
- Faridabad: 1,600 TPD
- Gurugram: 2,000 TPD
- Total: 5,000 TPD
Together, the facilities will process municipal solid waste through a scientific and integrated resource-recovery approach.

Projects to Produce 70–75 TPD CBG and 50 MW Green Power
The integrated facilities are expected to generate 70–75 TPD of Compressed Biogas (CBG) and approximately 50 MW of green power.
The projects will use different fractions of municipal waste for different purposes, ensuring maximum recovery of useful materials and energy.
The expected outcomes include:
- 70–75 TPD of CBG production
- 50 MW of green power generation
- Scientific processing of 5,000 TPD municipal solid waste
- Recovery of recyclable materials
- Reduced dependence on landfilling
- Conversion of waste into clean energy
Integrated Waste-to-Clean-Energy Model
The projects will adopt a resource-recovery-based waste processing model rather than sending mixed municipal waste directly to landfills.
The process will involve:
- Pre-processing and segregation: Municipal solid waste will undergo scientific processing and segregation.
- Recyclable recovery: Recyclable materials will be separated and recovered.
- CBG production: Wet and biodegradable waste fractions will be used to produce Compressed Biogas.
- Power generation: The remaining non-recyclable dry fraction will be used for electricity generation through Waste-to-Energy facilities.
This integrated approach is designed to maximise resource recovery and optimise energy extraction from different waste streams.
Haryana Projects Support Circular Economy and Waste-to-Wealth
The initiative supports Haryana’s efforts towards scientific and sustainable municipal solid waste management.
By converting organic waste into CBG and non-recyclable waste into green electricity, the projects aim to support the principles of a circular economy and clean energy transition.
The initiative is also aligned with the national Waste-to-Wealth objective, which seeks to turn waste into useful resources and energy.
Projects Aligned With GOBARdhan National Scheme
The proposed projects are aligned with the Government of India’s GOBARdhan – National Circular Bioenergy Scheme 2026.
The scheme promotes scientific management of organic waste and encourages the conversion of waste into Compressed Biogas and other forms of clean energy.
The Haryana projects are expected to contribute to these objectives by establishing large-scale integrated waste processing and clean-energy facilities.
OIL Expands Low-Carbon Energy Portfolio
For Oil India Limited, the collaboration represents an important step in expanding its presence in the low-carbon energy sector through OGEL.
The projects will enable the company to participate in integrated waste-to-clean-energy solutions at scale while supporting sustainable urban waste management.
The initiative brings together municipal waste management and renewable energy generation, creating an integrated model for converting waste into useful energy resources.
