Hyderabad’s Parishrama Adalat Resolves 65 MSE Payment Disputes Worth ₹8.29 Crore

Telangana’s Parishrama Adalat resolved 65 delayed-payment cases involving ₹8.29 crore, using conciliation and online dispute resolution to help micro and small enterprises recover dues and sustain operations.

Hyderabad: The Parishrama Adalat, a conciliation conclave for delayed-payment disputes involving Micro and Small Enterprises (MSEs), has resolved 65 cases involving ₹8.29 crore in Hyderabad.

The conclave was organised by the Commissionerate of Industries and Commerce, Government of Telangana, in association with the Ministry of Micro, Small and Medium Enterprises (MSME). It was held at the Federation of Telangana Chambers of Commerce and Industry (FTCCI) and brought together MSEs, buyers, public sector enterprises, MSE Facilitation Councils, alternative dispute resolution institutions and government officials.

For MSEs, delayed payments can affect working capital and their ability to meet operational expenses. The conclave focused on using structured dispute-resolution mechanisms to address such cases.

Conciliation and ODR at the Centre

The Parishrama Adalat highlighted two mechanisms for resolving delayed-payment disputes:

  • Conciliation: Bringing MSEs and buyers together to facilitate settlement of outstanding dues.
  • Online Dispute Resolution (ODR): Providing a digital route for taking delayed-payment disputes forward.
  • Institutional support: MSE Facilitation Councils continue to play a central role in the dispute-resolution framework.
  • Technology-enabled resolution: The ODR ecosystem combines digital processes with institutional and human intervention.

The ODR platform, launched in 2025, provides a digital pathway for delayed-payment matters. During the programme, officials said that more than 800 cases had been filed in Telangana through the ODR ecosystem, with around 85 cases resolved.

Entrepreneurs Share Outcomes of Payment Recovery

Several MSE representatives shared their experiences at the conclave, highlighting the impact of delayed-payment resolution on their businesses.

Nine of 11 cases resolved

Shalini of Neemus Software Solutions Pvt. Ltd. said prolonged payment delays and contract-related disputes had affected the enterprise’s savings and confidence. Through the delayed-payment mechanism, the company resolved nine of its 11 cases.

₹30 lakh recovered after prolonged wait

Atmakuri Nammalwar of Sree Solutions said the enterprise had waited for more than two years for outstanding dues. The company subsequently reported recovering nearly ₹30 lakh, with four cases being closed within approximately two to three months.

ODR helps Hyderabad firm recover ₹54 lakh

Hyderabad Ammonia & Chemicals Pvt. Ltd. had faced delayed payments of nearly ₹79 lakh from nine buyers. Following three conciliation meetings through the ODR platform, the company reported recovering ₹54 lakh in total.

One major buyer settled ₹20 lakh, while other buyers also began clearing their outstanding dues.

Other cases highlighted at the conclave

  • A home-pipes business run by a person with disability pursued resolution of approximately ₹11 lakh in delayed payments.
  • Shabari Industries reported realising approximately ₹40 lakh through two payments.
  • A.P. Engineering reported resolution of three cases through ODR.
  • Panduranga Enterprises had a long-pending matter involving approximately ₹16 lakh that moved towards settlement.

Ministry Highlights Digital Dispute Resolution

Ankita Pandey, Director, RAMP, Ministry of MSME, outlined the evolution of the delayed-payment framework from the Samadhan Portal to the MSME ODR platform.

J. Nikhil Chakravarthi, Commissioner of Industries, Government of Telangana, highlighted the role of technology and institutional strengthening in the state’s MSME agenda.

The conclave brought together government institutions, businesses and dispute-resolution bodies to facilitate settlements and address delayed-payment matters affecting MSEs.

Focus on Faster Resolution for MSEs

The Parishrama Adalat demonstrated how conciliation, MSE Facilitation Councils and ODR mechanisms can be used to take delayed-payment disputes towards resolution.

For participating enterprises, the cases highlighted at the conclave showed the practical outcomes that can follow when outstanding-payment disputes are addressed through formal resolution mechanisms.
