PESB Recommends Dr. Anil Ranga for CMD of Troop Comforts Limited; ACC Approval Awaited

New Delhi: In a key development for India’s defence public sector ecosystem, the Public Enterprises Selection Board (PESB) has recommended Dr. Anil Ranga for appointment as the next Chairman and Managing Director (CMD) of Troop Comforts Limited (TCL). The final appointment will now require approval from the Appointments Committee of the Cabinet (ACC) and other competent authorities.

PESB Selection Meeting and Recommendation

The recommendation was made during PESB Meeting No. 43/2026 held on June 5, 2026, following a detailed selection process involving senior officials from multiple government and defence organisations.

A total of ten senior executives were interviewed for the prestigious post. After evaluation of their experience, leadership capabilities, and domain expertise, the board recommended Dr. Ranga for the top role at Troop Comforts Limited.

Dr. Anil Ranga Selected from Competitive Panel

Dr. Anil Ranga, currently serving as Chief General Manager at Ordnance Equipment Factory (OEF), Kanpur, which is associated with Troop Comforts Limited, emerged as the preferred candidate.

His selection highlights his:

  • Extensive experience in defence manufacturing operations
  • Leadership within the Ordnance Factory ecosystem
  • Familiarity with Troop Comforts Limited’s functioning and production systems
  • Strong understanding of defence supply chain requirements

Officials noted that his appointment could ensure both continuity and strategic direction for the organisation.

Candidates Interviewed for CMD Position

The PESB panel interviewed the following candidates for the CMD post:

  • Mr. Dharmendra Kumar Madan, Chief General Manager, Heavy Vehicles Factory (HVF), Avadi, Armoured Vehicles Nigam Limited (AVNL)
  • Mr. Kamlesh Kumar, Executive Director, Indian Ordnance Factories Service
  • Dr. Anil Ranga, Chief General Manager, OEF Kanpur, Troop Comforts Limited
  • Mr. Rajesh Kumar Verma, Chief General Manager, Troop Comforts Limited
  • Mr. Arun Kumar Verma, General Manager, Department of Defence Production
  • Mr. Chander Shekhar, General Manager, Gliders India Limited
  • Mr. Krishna Mohan Srivastava, Senior General Manager, Bharat Sanchar Nigam Limited (BSNL)
  • Mr. Prabhat Kumar Singh, Managing Director, National Safai Karamcharis Finance & Development Corporation (NSKFDC)
  • Mr. Amal Kumar Chakrabarty, Director (Finance), Troop Comforts Limited
  • Mr. Vinay Kumar Nama, Chief Electrical General Engineer, Indian Railways

Strategic Importance of the Appointment

The CMD position at Troop Comforts Limited is considered highly significant as the organisation plays a crucial role in defence textile manufacturing and troop support systems.

The appointment comes at a time when India is accelerating its focus on:

  • Aatmanirbhar Bharat (self-reliant India) in defence production
  • Indigenous manufacturing and import substitution
  • Expansion of defence exports
  • Modernisation of defence supply chains

Industry observers believe the new leadership will be instrumental in strengthening TCL’s market position and improving technological capabilities.

Next Steps in Appointment Process

Although PESB has recommended Dr. Ranga’s name, the appointment is not yet final. The next stage involves:

  • Review and approval by the Appointments Committee of the Cabinet (ACC)
  • Completion of required government clearance procedures

Once approved, Dr. Ranga will formally assume charge as CMD of Troop Comforts Limited.
