New Delhi: The Public Enterprises Selection Board (PESB) has recommended Rajarshi Dhar, General Manager (HR) and Head of Department (Policy, Rules & Benefits) at Coal India Limited, for the post of Director (Personnel) at Bharat Coking Coal Limited (BCCL).
The selection meeting was held on August 13, 2026, at 10:30 AM under PESB Meeting No. 70/2026. A total of 10 candidates appeared for the interview for the senior management position.
Rajarshi Dhar Recommended for BCCL Director (Personnel)
Mr. Rajarshi Dhar currently serves as GM (HR) and HoD (PRB) at Coal India Limited. He is a senior human resources professional with experience within the Coal India system.
In his current role, Dhar handles key human resource functions as well as Policy, Rules & Benefits (PRB) matters at the holding company level.
PESB has forwarded his name for further approval by the competent authority. Therefore, the recommendation does not by itself constitute the final appointment.
10 Candidates Appeared for the Interview
PESB interviewed 10 candidates for the Director (Personnel) position at BCCL. The candidates were:

- Rajesh V Nair – GM (HR)/HOD – Policy Cell, Coal India Limited
- Suvankar Parida – GM (HR) Manpower/EE, SECL
- Ajay Behera – GM (HR), SECL
- Rajarshi Dhar – GM (HR)/HoD (PRB), Coal India Limited
- Sukadev Seth – GM (HR/Sec), Mahanadi Coalfields Limited
- Suman Rastogi – GM (HR), Central Coalfields Limited
- Samir Barla – GM (HR), Northern Coalfields Limited
- Anupam Borah – GM (HR), Engineers India Limited
- Rajendra Kumar Agrawal – Additional Secretary, DoPT
Following the selection process, PESB recommended Rajarshi Dhar for the post and forwarded his name for further consideration.
What Will Rajarshi Dhar Handle as Director (Personnel)?
If approved by the competent authority, Rajarshi Dhar will join the Board of Directors of BCCL as Director (Personnel) and will report to the Chairman and Managing Director (CMD).
The Director (Personnel) will have overall responsibility for coordinating and implementing key personnel and industrial relations functions within the organisation.
The role will broadly involve:
- Coordinating personnel and industrial relations policies.
- Implementing HR-related policies and programmes.
- Overseeing management and administrative functions.
- Exercising administrative control over personnel matters.
- Addressing key human resource and employee-related issues.
Internal Coal India Experience Could Support the Role
Dhar’s recommendation reflects the selection of an experienced internal candidate with knowledge of Coal India’s HR systems and the operational challenges of the coal sector.
His current responsibilities in HR and Policy, Rules & Benefits at Coal India provide him with experience relevant to the personnel and administrative responsibilities associated with the Director (Personnel) position at BCCL.
The final appointment will be subject to approval by the competent authority.
