Public Exam Reforms: Nandan Nilekani-Led Task Force Seeks Suggestions From Students, Parents and Experts

A high-powered task force led by Nandan Nilekani has invited suggestions on strengthening the security, design, governance and accessibility of public examinations, including NTA exams.

New Delhi: The Government of India has invited public suggestions on reforms to the country’s public examination system through a High-Powered Task Force (HPTF) headed by Nandan Nilekani. The task force has been constituted to examine and recommend comprehensive reforms covering the conduct, security, design and governance of public examinations, including those conducted by the National Testing Agency (NTA).

The Ministry of Personnel, Public Grievances & Pensions said the exercise will consider measures aimed at developing a public examination system that is secure, transparent, equitable and future-ready.

What Will the Task Force Examine?

The HPTF is examining reforms across several areas, including:

  • Examination conduct and security
  • Examination design and assessment methods
  • Governance, accountability and institutional arrangements
  • Prevention, detection and redressal of examination malpractices
  • Technology use, including secure computer-based testing
  • Examination infrastructure
  • Accessibility and inclusion across social, economic, regional and linguistic groups
  • Transparency and grievance redressal
  • Communication with examination stakeholders
  • Student well-being throughout the examination process

The task force will also consider other measures that could strengthen the examination system.

Students, Parents and Experts Invited to Participate

The government has invited suggestions from a wide range of stakeholders, including:

  • Students and examination candidates
  • Parents
  • Teachers and academic institutions
  • Examination-conducting and test-indenting bodies
  • Subject matter experts and technology professionals
  • Industry organisations
  • Civil society organisations
  • Other interested stakeholders

The government said inputs from these groups would help the HPTF formulate its recommendations for the Centre.

How to Submit Suggestions

Stakeholders can submit their suggestions to the task force until September 13, 2026.

Submissions can be made in English, Hindi and regional languages through their official website, WhatsApp number, contact number and email.

The Ministry has urged stakeholders to participate in the consultation and provide inputs based on their experience and perspectives on public examinations.

Focus on Examination Integrity and Accessibility

The consultation is part of the HPTF’s examination of institutional systems, examination security, technology, infrastructure, accessibility and student well-being.

The task force is expected to use the suggestions received through the consultation while preparing its recommendations to the Government of India on reforms to the public examination system.
