Who Is Retired IAS Ram Subhag Singh? Former Himachal Chief Secretary Gets 2-Year Extension as CM Sukhu’s Principal Adviser

The Himachal Pradesh government has granted retired IAS officer and former Chief Secretary Ram Subhag Singh a third consecutive extension as Principal Adviser to Chief Minister Sukhvinder Singh Sukhu, extending his tenure till July 31, 2028.

Shimla: The Himachal Pradesh government has extended the tenure of Ram Subhag Singh (Retd. IAS:1987:HP) as Principal Adviser to Chief Minister Sukhvinder Singh Sukhu by another two years, reaffirming its confidence in the former Chief Secretary’s role in steering key governance and reform initiatives in the state.

The latest extension, effective from August 1, 2026, to July 31, 2028, marks the third consecutive extension granted to the retired IAS officer since he assumed the advisory role immediately after his retirement from service.

Third Consecutive Extension Since Retirement

Mr Singh, a 1987-batch IAS officer of the Himachal Pradesh cadre, retired as the state’s Chief Secretary on July 31, 2023. Soon after his superannuation, the state government appointed him as Principal Adviser to Chief Minister Sukhvinder Singh Sukhu.

Since then, his tenure has been extended on multiple occasions:

  • Initial appointment: August 1, 2023
  • First extension: September 2024
  • Second extension: August 2025 (one year)
  • Third extension: August 1, 2026, for two years, till July 31, 2028

The latest order ensures his continued association with the Chief Minister’s Office for another two years.

Key Role in Governance and Policy Reforms

According to the state government, Ram Subhag Singh has played an important role in advancing the Chief Minister’s vision of a financially self-reliant Himachal Pradesh.

His responsibilities have included providing strategic guidance on:

  • Financial self-reliance and fiscal reforms
  • Governance transformation
  • Power sector reforms
  • Strengthening flagship social welfare programmes
  • Administrative restructuring and policy implementation

The government credited him with helping shape several long-term policy initiatives aimed at improving governance and enhancing public service delivery across the state.

Distinguished Administrative Career

Over a career spanning more than three decades, IAS Singh held several key administrative positions in both the state and central governments.

His major assignments include serving as:

  • Chief Secretary to the Government of Himachal Pradesh
  • Additional Chief Secretary handling Power, Transport, Industries and Non-Conventional Energy portfolios
  • Deputy Director General
  • Director of Ordnance and Quartering
  • District Magistrate, Shimla
  • Assistant Commissioner in various districts

As District Magistrate of Shimla, he is credited with implementing India’s first non-biodegradable garbage control legislation, while his tenure in the state government also witnessed initiatives in e-governance, power sector reforms and administrative modernization.

Educational Background

Born on July 31, 1963, Ram Subhag Singh entered the Indian Administrative Service through the Regular Recruitment (RR) stream in the 1987 batch.

He holds:

  • A graduate degree in Philosophy
  • Diploma in Human Resource Management
  • Diploma in Management from Indira Gandhi National Open University (IGNOU)

Trusted Adviser to Chief Minister Sukhu

Since joining the Chief Minister’s Office after retirement, Ram Subhag Singh has remained one of the key policy advisers to Chief Minister Sukhvinder Singh Sukhu.

Initially entrusted with driving energy sector reforms and improving the state’s dairy sector, his responsibilities gradually expanded to include broader governance reforms and strategic policy planning.

The latest two-year extension reflects the state government’s continued reliance on his administrative experience and institutional knowledge as Himachal Pradesh pursues reforms aimed at strengthening its economy, public services and governance framework.
