SECI Plans Two 5 MW Agri-PV Projects in Delhi-NCR, Seeks 20 Acres of Agricultural Land on Long-Term Lease 

Solar Energy Corporation of India seeks minimum 10 acres per project near Issapur and Dhansa villages for pilot projects combining solar power generation with seasonal crop cultivation.

New Delhi: The Solar Energy Corporation of India Limited (SECI) has invited bids to arrange around 20 acres of agricultural land on lease for setting up two pilot Agri-PV projects of 5 MW each in the Delhi-NCR region.

The proposed projects will be developed in the vicinity of Issapur and Dhansa villages in Najafgarh, Delhi, with SECI seeking a minimum of 10 acres of land for each project.

The initiative aims to demonstrate the potential of Agri-Photovoltaic (Agri-PV) systems, which allow electricity generation through solar panels while enabling agricultural activities and seasonal crop cultivation on the same land.

SECI Seeks 20 Acres for Two 5 MW Agri-PV Projects

Under the proposed tender, SECI plans to establish two pilot Agri-PV projects, each having a capacity of 5 MW.

  • Projects: Two pilot Agri-PV projects
  • Capacity: 5 MW each
  • Total land requirement: Around 20 acres
  • Minimum land per project: 10 acres
  • Location: Vicinity of Issapur and Dhansa villages, Najafgarh, Delhi
  • Land model: Lease/sub-lease of government or private land
  • Eligible applicants: Landowners and land aggregators

The projects are intended to demonstrate a dual-use model in which solar power generation can take place alongside seasonal agricultural cultivation.

Landowners and Aggregators Can Participate

SECI has invited participation from landowners and land aggregators possessing government or private land that meets the specified requirements.

The selected land will need to have a clear title and must be free from legal disputes and other encumbrances.

The land should not be subject to:

  • Legal disputes
  • Mortgages
  • Acquisition notices
  • Other claims or encumbrances

The land will be required to be leased for a minimum period of 27 years, with the possibility of extension through mutual consent.

Land Requirements for Agri-PV Projects

SECI has specified several conditions for the land proposed for the pilot projects.

The selected site should:

  • Be suitable for dual-use Agri-PV systems.
  • Allow seasonal crop cultivation alongside solar power generation.
  • Be level or gently sloping.
  • Be free from waterlogging.
  • Have access through an approach road.
  • Be located near Discom transmission infrastructure of 11 kV or higher voltage.

These requirements are aimed at ensuring that the selected sites are technically suitable for both agricultural activities and solar power generation.

Bidding to Follow Single-Stage Double-Envelope Process

The tender will follow a Single Stage – Double Envelope bidding process, with bids preferably submitted offline.

The primary bidding parameter will be the annual land lease rate offered per acre, in accordance with applicable government land policies.

  • Bidding method: Single Stage – Double Envelope
  • Land tenure: Minimum 27 years
  • Extension: Possible through mutual consent
  • Land type: Government or private agricultural land

The lease rate will be evaluated in line with the prevailing government land policy applicable to the project.

Tender Documents Expected From September 3

The tender documents are tentatively expected to be made available from September 3, 2026, through SECI’s official tender section.

Interested applicants seeking further information regarding the tender can contact Biblesh Meena, Senior Manager (C&P), SECI.

Applicants will need to ensure that their proposed land meets the technical, legal and connectivity requirements specified by SECI.

Agri-PV Model Combines Solar Power and Agriculture

The pilot projects are designed around the Agri-PV model, which enables agricultural land to serve dual purposes.

Under this approach, solar power can be generated while seasonal crops continue to be cultivated on the same land. Such projects can help explore more efficient use of land resources while supporting renewable energy generation.

The two pilot projects in Delhi-NCR are expected to provide an opportunity to demonstrate the feasibility of this model in an agricultural setting.
