New Delhi: South Eastern Coalfields Limited (SECL) has organised a two-day Capacity Building Programme on Public Procurement at MDI, Bilaspur, as part of its three-month Vigilance Awareness Campaign 2026.
The programme aimed to strengthen procurement practices across the organisation by improving participants’ understanding of government policies, procedural requirements and preventive vigilance measures.

The capacity building programme was designed to help participants understand the evolving requirements of government procurement and apply relevant policies effectively.
The sessions focused on:
- Government procurement policies and procedures
- Preventive vigilance
- Public Procurement Policy for Micro and Small Enterprises (MSEs)
- Make in India (MII) provisions
- Transparency and fair competition
- Procurement-related risk mitigation
- Due diligence and procedural compliance
The initiative seeks to support informed decision-making and strengthen procurement systems within SECL.

CVO Himanshu Jain Leads Interactive Training Session
SECL Chief Vigilance Officer (CVO) Himanshu Jain addressed the inaugural session and conducted an interactive training programme.
A key focus of the session was the implementation of MSE and Make in India provisions throughout the procurement process.
The discussions highlighted the importance of promoting participation of Micro and Small Enterprises while encouraging domestic manufacturing, without compromising fair competition, transparency and compliance.
Real-Life Case Studies Highlight Procurement Risks
During the programme, Himanshu Jain used real-life case studies to explain common procurement risks and procedural vulnerabilities.
The case studies helped participants understand potential challenges that may arise at different stages of procurement and the importance of taking preventive measures.
