New Delhi: In a significant bureaucratic development, the Government of India has appointed Shailesh Bansal (IP&TA&FS: 2011) as Director in the Union Public Service Commission (UPSC) for a period of five years. The appointment was formalized through an Office Memorandum issued by the Department of Personnel & Training (DoPT) on Thursday.

The selection comes under the Central Staffing Scheme, with Bansal set to serve either for five years from the date of assuming charge or until further orders, whichever is earlier.

According to the official order issued by the DoPT, Shailesh Bansal, who was recommended for central deputation by the Department of Telecommunications, has been selected for the Director-level post in the UPSC, New Delhi.

The notification—part of a series of appointments and recommendations released on April 23, 2026—confirms that Bansal’s appointment aligns with standard central deputation norms. His tenure will officially begin upon assuming charge of the post.

A Seasoned Officer with Over Two Decades of Experience

A 2011-batch officer of the Indian P&T Accounts and Finance Service (IP&TA&FS), Shailesh Bansal brings with him over 20 years of diverse professional experience spanning finance, administration, and legal domains within the Government of India.

Known for his expertise in public financial management and telecom finance, Bansal has held several key positions across ministries and departments, contributing significantly to policy execution and financial governance.

Key Professional Appointments

Throughout his career, Shailesh Bansal has served in multiple high-responsibility roles:

  • Director, UPSC (2026–Present): Appointed on April 23, 2026, under the Central Staffing Scheme for a five-year term.
  • Director, National Communications Academy–Finance (NCA-F), New Delhi: Served as Director and has been a continuous faculty member for over a decade, contributing to training and capacity building.
  • Director (PAO), Lucknow: Held the position at the Junior Administrative Grade (NFSG) level.
  • Director, Department of Posts, Uttar Pradesh Postal Circle (April 2022 – March 2025): Played a crucial role in financial administration and postal operations.
  • Joint Controller, Communication Accounts, Uttar Pradesh (East) Circle, Lucknow (2017–2022): Managed telecom accounts and regulatory finance functions.
  • Director (2016–2017) & Assistant Director General (2013–2016), Licensing Finance, Department of Telecommunications (DoT): Served at the Ministry of Communications, handling licensing and financial oversight in the telecom sector.

  • Chartered Accountant (2005): Member of the Institute of Chartered Accountants of India (ICAI).
  • LL.B.: From Lucknow University.
  • Bachelor of Commerce (B.Com.): From Rajasthan University.
  • Diploma in Public Financial Management (DPFM): From the National Institute of Financial Management (NIFM), Faridabad.

Early Career in Private Sector

Before entering the civil services in August 2011, Bansal built a solid foundation in the private sector. He worked as a Partner at Agarwal & Jalan, Chartered Accountants (2008–2011) and also gained experience as a management consultant, equipping him with practical insights into financial systems and corporate governance.

A Strategic Addition to UPSC
