Lucknow: Uttar Pradesh has approved ₹15.06 crore for infrastructure development in the pilgrimage town of Shukratal in Muzaffarnagar, with the funds set to support new concrete roads and drainage facilities across key internal routes.
The approved works will cover around three kilometres of main lanes and connecting roads. Drains will also be constructed at required locations to improve water drainage and address problems caused by waterlogging and mud during the rainy season.
The development is expected to benefit not only pilgrims visiting Shukratal but also local residents, traders and shopkeepers who depend on the town’s internal road network.
₹15.06 Crore Approved for Shukratal Development
The Uttar Pradesh government has sanctioned ₹15.06 crore for development works in Shukratal during the 2026-27 financial year.
The approval has been issued through the Housing and Urban Planning Department following efforts by Minister of State (Independent Charge) for Vocational Education and Skill Development, Kapil Dev Agarwal, for improving basic infrastructure in the pilgrimage area.
The funding will primarily support construction of CC roads on important internal lanes and connecting routes.
CC, or cement concrete, roads are designed to provide a durable surface and can be particularly useful on routes that experience regular pedestrian and local traffic.

Around 3 Km of Roads to Be Improved
The project will cover approximately three kilometres of Shukratal’s main lanes and connecting roads.
For a pilgrimage centre that receives visitors along with supporting local commercial activity, the condition of internal roads plays an important role in accessibility.
The planned construction is expected to improve movement through the town and provide better connectivity between important local areas.
The road works are also significant for residents and shopkeepers, who use these routes as part of their daily activities.
Drainage Work to Address Waterlogging
Along with road construction, the project includes drains at locations where they are required.
Waterlogging has been a recurring difficulty in Shukratal’s lanes and connecting roads during the monsoon. Accumulated rainwater and mud can make movement difficult for both pedestrians and vehicles.
The planned drainage infrastructure is intended to improve the movement of rainwater and reduce the impact of water accumulation.
Better drainage can also help protect newly developed road surfaces from prolonged exposure to standing water and improve overall conditions in the locality.
Pilgrims and Local Residents to Benefit
The Shukratal development project has a direct connection with both tourism and everyday civic needs.
Pilgrims visiting the religious town are expected to benefit from improved internal roads and easier movement, particularly during periods of heavy rainfall.
Local residents will also benefit from better access within the town. Traders and shopkeepers are another important group likely to gain from improved road conditions, as smoother access can make movement easier for customers, suppliers and visitors.
The project therefore combines pilgrimage infrastructure with improvements to basic urban amenities.
Focus on Religious and Cultural Tourism
Shukratal holds religious and cultural significance in Uttar Pradesh and attracts pilgrims and visitors.
Kapil Dev Agarwal said the town is an important centre of the state’s religious and cultural heritage and that better facilities are necessary for people visiting the site.
The government has been placing greater emphasis on infrastructure around religious and historical destinations, with the aim of improving visitor facilities while supporting local development.
For Shukratal, improvements to internal roads and drainage are among the basic infrastructure measures that can make the visitor experience more convenient.
Quality Standards for Construction
The sanctioned works are expected to be completed according to prescribed standards.
The minister said the development works would be carried out with a focus on quality and in accordance with the required technical standards.
This aspect will be important because the project involves both road construction and drainage infrastructure, which need to work together to address the problems faced during the rainy season.
Proper execution and maintenance will determine how effectively the new infrastructure serves residents and visitors over the longer term.
A Wider Push for Better Pilgrimage Infrastructure
The Shukratal project shows how improvements in basic civic infrastructure can support both religious tourism and local communities.
A better internal road network can make movement easier for pilgrims, residents and businesses, while effective drainage can reduce disruption during heavy rainfall.
With ₹15.06 crore now approved for the 2026-27 financial year, the focus will shift to implementation of the planned works across the identified three-kilometre stretch.
For Shukratal, the project is expected to address everyday infrastructure concerns while strengthening the town’s role as a religious and cultural destination in Uttar Pradesh.
