Chhattisgarh has taken a groundbreaking step toward modern governance with the launch of India’s first Smart Registration Office in Atal Nagar, Nava Raipur. The initiative was spearheaded by Chief Minister Mr. Vishnu Deo Sai and implemented under the leadership of Finance Minister Mr. O.P. Chaudhary. The cutting-edge office was inaugurated by Deputy Chief Minister Mr. Arun Sao, in the presence of Mr. Vijay Sharma, Mr. Ramvichar Netam, Mr. Rajesh Agrawal, and Mr. Gajendra Yadav.
PPP Model Ensures Efficiency and Transparency
Developed under a Public-Private Partnership (PPP) model, the Smart Registration Office delivers a fast, transparent, and tech-driven registration process. Citizens can now register property—whether homes, shops, or land—within just 12 to 15 minutes. The process includes digital payment options, instant receipt generation, and minimal paperwork, providing an experience similar to passport and airport facilities.
Smart Amenities Elevate Citizen Experience
To enhance public convenience, the office features:
- Fully air-conditioned, modern interiors
- Queue management systems and digital screens for real-time updates
- Free Wi-Fi and mobile charging stations
- Trained helpdesk staff for document guidance
- Clean drinking water and airport-style washrooms
These upgrades reflect a strong focus on service quality, accessibility, and hygiene in public facilities.
First Registry Completed Seamlessly
Ms. Veena Dewangan from Raipur became the first citizen to successfully execute a sale deed at the new facility. Her digital transaction and property registration were completed in the presence of Deputy Chief Minister Mr. Vijay Sharma, who demonstrated the ease of cashless operations.
Statewide Rollout Planned for 117 Offices
The government of Chhattisgarh plans to expand this model to all 117 registration offices in the state within the next year. In the initial phase, 10 offices are being developed, with the Nava Raipur facility serving as the pilot. Owing to its success, the Government of India is also exploring the implementation of similar offices across other states.

Chief Minister Mr. Vishnu Deo Sai praised the new office, calling it the “beginning of a new era in good governance and civic infrastructure.” He emphasized that strengthening public services is vital to building a welfare-oriented administration.
Deputy Chief Ministers and Finance Minister Mr. O.P. Chaudhary congratulated the departmental teams and highlighted this model as a national benchmark in digital public service delivery.
Mr. Chaudhary added, “Smart Registration Offices reflect our government’s priority to enhance citizen convenience and ensure transparency. This initiative will not only redefine how registrations happen but will become a standard for other states to follow.”
