Soumendu Bagchi’s Diplomatic Career
Bagchi’s career in the Indian Foreign Service has included assignments both at Indian missions abroad and at the Ministry of External Affairs headquarters.
Ambassador to Iraq: 2024–2026
Mr Bagchi was appointed Ambassador of India to Iraq in 2024 and took charge in Baghdad in November that year.
During his tenure, he handled India’s bilateral engagement with Iraq, including diplomatic, economic and trade relations.
His tenure in Baghdad also gave him direct experience of India’s engagement with West Asia and the country’s wider interests in the region.
He will now hand over the Iraq assignment before moving to Switzerland as India’s next ambassador.
Deputy and Acting Director General, ICWA
Before being posted to Iraq, Bagchi served as Deputy Director General and Acting Director General of the Indian Council of World Affairs (ICWA) in New Delhi.
The ICWA is a prominent foreign policy think tank that works on international affairs and India’s external relations.
His role at the institution involved engaging with foreign policy research, international dialogue and India’s wider strategic and diplomatic discourse.
The assignment also provided him with an opportunity to work at the intersection of diplomacy, policy research and international affairs.
Important Roles at Ministry of External Affairs
Bagchi has held several senior positions at the Ministry of External Affairs, including roles as Regional Passport Officer, Director, Joint Secretary and Additional Secretary.
During his tenure at the ministry, he handled diverse portfolios covering some of India’s important foreign policy priorities.
His areas of responsibility have included:
- Counter-terrorism and security
- Energy security
- Investment and technology promotion
- SAARC and BIMSTEC
- India’s relations with Southeast Asian countries
- India’s engagement with West African countries
These assignments have given him experience in both bilateral diplomacy and multilateral and regional cooperation.
Overseas Diplomatic Postings
Bagchi has served in several Indian diplomatic missions across different regions.
He has held assignments at Indian missions in Brussels, Belgium; Dhaka, Bangladesh; and San Francisco, United States.
His posting in Brussels provided experience of India’s engagement with Europe and Belgium, while his assignment in Dhaka involved India’s relations with neighbouring Bangladesh.
His San Francisco posting further broadened his exposure to India’s engagement with the United States and the Indian diaspora.
Together, these assignments have given Bagchi diplomatic experience across Europe, South Asia and North America, in addition to his more recent ambassadorial role in Iraq.
Experience Across Key Foreign Policy Areas
One of the defining features of Bagchi’s career has been the diversity of portfolios he has handled.
His work has included counter-terrorism, an area central to India’s security diplomacy; energy security, which is closely linked to India’s economic and strategic interests; and investment and technology promotion, reflecting India’s efforts to strengthen economic and technological partnerships abroad.
He has also worked on SAARC and BIMSTEC, two important regional cooperation frameworks, and handled India’s relations with countries in Southeast Asia and West Africa.
This combination of regional, security, economic and multilateral experience will be relevant to his upcoming assignment in Switzerland.
Languages and Personal Background
Bagchi speaks Hindi, Bengali, English and French.
He is unmarried and belongs to Bhopal, Madhya Pradesh.
His knowledge of French is also relevant to his extensive international diplomatic experience, particularly given his previous assignment in Brussels and his upcoming posting in Switzerland.
What Lies Ahead in Switzerland?
As India’s next Ambassador to Switzerland, Bagchi will be taking charge of an important European diplomatic mission.
India and Switzerland maintain broad-based relations covering trade, investment, technology, education, science, innovation and people-to-people ties. Switzerland is also an important partner for India in the broader European and multilateral diplomatic landscape.
Bagchi’s experience in economic diplomacy, technology promotion, multilateral groupings and bilateral relations is expected to be relevant to the assignment.
His transition from Baghdad to Bern also marks a shift from a strategically important West Asian posting to a key European diplomatic mission.
A Three-Decade Diplomatic Career
IFS Bagchi’s appointment to Switzerland caps a career spanning more than three decades in the Indian Foreign Service.
From overseas assignments in Brussels, Dhaka and San Francisco to senior positions at the MEA, and from his leadership role at the Indian Council of World Affairs to his current ambassadorial posting in Iraq, he has handled a wide range of India’s foreign policy priorities.
His appointment as India’s next Ambassador to Switzerland adds another important chapter to that career and places an experienced 1993-batch diplomat at the head of India’s mission in Bern.
