New Delhi: The Delhi government has announced plans to redevelop three residential colonies in the city into high-rise housing complexes for government officials. The projects will come up in Gulabi Bagh, Bahapur and Kalyanwas.
According to officials, the existing flats will be demolished and replaced with multi-storeyed buildings under the government’s Transit-Oriented Development (TOD) policy.
PWD Minister Parvesh Sahib Singh said the redevelopment will provide officials with modern and better-equipped residential facilities. The tenders for the projects are expected to be floated soon.
Delhi Government Plans High-Rise Residential Complexes
Under the redevelopment plan, the existing residential flats in the three colonies will be replaced with high-rise towers.
The projects will be developed in line with the government’s TOD policy, which focuses on creating high-density development along rail and metro corridors to improve connectivity and promote integrated urban development.
The government also plans to recover part of the redevelopment cost by using a portion of the new housing stock for commercial purposes.
- At least 10% of the total flats will be offered for commercial use.
- Revenue generated from the projects will help finance the redevelopment.
- The funds will also contribute to the development of the new Delhi Secretariat complex at ITO.

32 Acres Identified in Kalyanwas, 70 Acres in Gulabi Bagh
The Delhi government has identified substantial land parcels for redevelopment in Kalyanwas and Gulabi Bagh.
Around 32 acres of land in Kalyanwas and approximately 70 acres in Gulabi Bagh have been identified for the development of new residential complexes.
The projects will include Type II, Type III and Type IV flats for government officials.
The government may also invite public sector undertakings (PSUs) and the Central Government to take the newly developed flats in Gulabi Bagh and Kalyanwas, if required.
Bahapur Project to Begin First
The redevelopment work is expected to begin first at Bahapur in South Delhi, where the requirement for new accommodation is considered immediate.
The Bahapur residential complex is estimated to cost around ₹400 crore and will soon be placed before the Expenditure Finance Committee (EFC) for approval.
The design for the project has already been prepared.
Under the Bahapur plan:
- Around 160 Type V and Type VI flats will be constructed.
- The project is estimated to cost approximately ₹400 crore.
- The proposal will be placed before the EFC for approval.
- Construction is expected to begin after the required approvals.
Projects to Follow Centre’s GPRA Model
The redevelopment of the three colonies will be carried out along the lines of the Centre’s General Pool Residential Accommodation (GPRA) model.
The projects are planned to be self-financed, with revenue generated through the redevelopment being used to support the cost of construction and other government infrastructure projects.
The Delhi government aims to create modern residential facilities while making efficient use of existing government land.
TOD Policy to Drive High-Density Development
The projects are part of the government’s broader approach towards Transit-Oriented Development, which promotes high-density development around public transport corridors.
The policy aims to provide better connectivity between residential areas and major transport infrastructure, including rail and metro lines.Through high-rise construction, the government also intends to make better use of available land while providing improved housing facilities to officials.
