UP Cabinet Approves GCC Policy Rules to Attract Global Investments and Generate Thousands of Jobs

Rules-2025 under Uttar Pradesh Global Capability Center Policy-2024 to provide financial incentives, streamlined approvals, and technical support for IT, R&D, finance, and analytics hubs.

Lucknow: The Uttar Pradesh cabinet, chaired by Chief Minister Yogi Adityanath, on Tuesday approved the Rules-2025 for the effective implementation of the Uttar Pradesh Global Capability Center (GCC) Policy-2024, aimed at accelerating global investments, high-end services, and large-scale employment generation in the state.

According to an official release from the UP Information Department, Invest UP has been designated as the nodal agency for implementing the policy. The rules will come into effect from the date of the GCC Policy-2024’s promulgation and will remain operational until amended or revoked by the state government.

GCC Policy to Strengthen Investments and Employment

Industrial Development Minister Nand Gopal Gupta Nandi said the decision reflects Uttar Pradesh’s improving investment climate, attracting both industrial houses and multinational corporations.

“The GCC policy is very beneficial for us. Today, we have introduced its SOP. GCC investments in Uttar Pradesh are steadily increasing,” said the minister. He added that 21 companies have already initiated investments in the current financial year, which will create extensive employment opportunities across the state.

Strategic Functions and Incentives

Under the rules, a Global Capability Center (GCC) will be a captive entity established by an Indian or foreign company to perform strategic functions such as:

  • Information Technology (IT)
  • Research and Development (R&D)
  • Finance and Human Resources
  • Design and Engineering
  • Analytics and Knowledge Services

The regulations offer a wide range of financial incentives to attract GCC enterprises, including:

  • Front-end land subsidies
  • Stamp duty exemptions or reimbursements
  • Capital and interest subsidies
  • Operating expense (OPEX) subsidies
  • Payroll and recruitment support, including EPF reimbursement
  • Talent development and skill promotion
  • Research and innovation incentives
  • Special case-by-case incentives

Additional Support for GCC Enterprises

Beyond financial benefits, GCC companies will also receive technical support, industry linkage assistance, regulatory guidance, and expedited processing of applications and approvals, ensuring seamless operations and timely incentive disbursement.

The implementation of these rules is expected to strengthen Uttar Pradesh’s position as a preferred destination for global businesses, enhance high-end service capabilities, and contribute significantly to employment creation in the state.
