UP IAS Rinkoo Singh Rahee Takes Back Technical Resignation After ‘No Work’ Row; ‘Parallel System’ Allegation Had Gone Viral

The withdrawal has reportedly been carried out in a highly confidential manner, with no official willing to speak on record.

Lucknow: In a significant yet quietly handled development, 2023-batch IAS officer Rinkoo Singh Rahee has withdrawn his “technical resignation,” which had earlier triggered widespread discussion after his letter to the President went viral on social media.

The withdrawal has reportedly been carried out in a highly confidential manner, with no official willing to speak on record. Even Rahee himself has refrained from making detailed statements, only indicating that the matter is currently being dealt with at a higher level.

When asked about withdrawing his resignation, Mr Rahee said, “I have no desire for any specific posting; I simply want to work. The government may assign me duties wherever it deems fit. Administrative officials have assured me that such incidents will not recur in the future. I will also be given a respectable posting soon.”

Resignation That Sparked Nationwide Attention

IAS Rahee had submitted his resignation on March 26, 2026, addressing it to the President, the Uttar Pradesh Appointments Department, and the Union Ministry of Personnel and Training (DoPT).

In his letter, he expressed strong dissatisfaction over not being assigned any meaningful work. He also proposed a “no work, no pay” condition and requested that he be reverted to his previous role as a District Social Welfare Officer.

The letter gained massive traction after going viral on March 30, largely due to its unusual tone and serious allegations. Rahi claimed that a “parallel system” operating outside the constitutional framework was influencing administrative functioning.

Currently Attached to Board of Revenue

At present, he is attached to the Board of Revenue in Lucknow, holding a Joint Magistrate-level rank.

He was earlier posted as Sub-Divisional Magistrate (SDM) in Powayan Tehsil of Shahjahanpur in 2025 after completing his IAS training. However, following a controversial incident, he was removed from the post and attached to the Board of Revenue.

The ‘Uthak-Baithak’ Incident That Went Viral

Mr Rahee had first come into the public spotlight during his tenure as SDM in Shahjahanpur when a video surfaced showing him performing “Uthak-Baithak” (sit-ups while holding his ears) in front of protesting lawyers.

The incident quickly went viral, drawing mixed reactions and eventually leading to his removal from the SDM post.

From PCS Officer to IAS: A Journey of Determination

IAS Rahee’s career reflects a long and determined journey in public service.

  • He cleared the UP-PCS examination in 2004, becoming a District Social Welfare Officer.
  • While working in this role, he continued preparing for the UPSC Civil Services Examination.
  • His perseverance paid off when he cracked the exam in 2022, entering the IAS.

Surviving a Deadly Attack in Muzaffarnagar

One of the most dramatic episodes of Rahee’s life occurred in 2008, when he was posted as a Social Welfare Officer in Muzaffarnagar.

Taking a tough stand against corruption in the department, he reportedly drew the ire of a mafia group. He was attacked and shot multiple times—five bullets in the abdomen and one in the head. The attackers left him for dead.

Rahi underwent multiple surgeries and nearly two years of intensive medical treatment before making a full recovery. Despite the life-threatening injuries, he continued preparing for the UPSC examination during his recovery period.

Silence, Speculation, and What Lies Ahead

Sources indicate that the decision to withdraw his resignation is being handled at the highest levels of administration, and an official order may be issued once approvals are in place.

For now, IAS Rinkoo Singh Rahee has chosen to maintain silence, neither confirming details nor elaborating on the circumstances behind the withdrawal. His brief acknowledgment suggests that the matter remains under active consideration.

The episode has sparked broader discussions about administrative functioning, officer postings, and internal governance mechanisms—issues that remain sensitive within the bureaucracy.
