Srinagar: The Government of Jammu and Kashmir has launched an extensive administrative push under the Vibrant Villages Programme-II (VVP-II), assigning 35 IAS and JKAS officers to oversee development in villages along the International Border (IB) and the Line of Control (LoC).
The initiative was formalised through Government Order No. 834–JK(GAD) of 2026 dated April 27, 2026, with officers tasked to monitor and implement the programme during May and June 2026.
Focus on Border Development and Governance
The programme aims to:
- Strengthen grassroots governance
- Improve infrastructure and service delivery
- Enhance socio-economic conditions in remote border villages
Officers will conduct field visits, assess ground realities, and engage with:
- Local residents
- Civil society organisations
- Border Guarding Forces
They are also required to ensure convergence of Central and UT schemes and prepare Village Action Plans based on gap analysis.
Administrative Coordination and Monitoring
Deputy Commissioners have been directed to:
- Facilitate field visits
- Provide logistical and administrative support
All departments must extend full cooperation, while officers will submit detailed reports by June 30, 2026 to the Planning, Development and Monitoring Department.
