Yogi Govt’s Big Move: IITs to Conduct Quality Audit of UP’s ₹100 Crore+ Infrastructure Projects

IIT Kanpur, IIT BHU Varanasi and IIT Roorkee will audit roads, bridges, sewerage, water supply and other major projects across Uttar Pradesh.

Lucknow: The Uttar Pradesh government has introduced a third-party quality audit (TPQA) for major infrastructure projects costing more than ₹100 crore. The initiative aims to strengthen quality control, improve transparency and ensure compliance with technical and safety standards in large government projects.

Under the new arrangement, IIT Kanpur, IIT BHU Varanasi and IIT Roorkee have been assigned responsibility for conducting technical quality audits of major projects across different divisions of the state.

The audits will cover projects including roads, bridges, sewerage systems, water supply infrastructure and other major construction works.

Three IITs Assigned Infrastructure Quality Audit

The government has divided the state’s divisions among the three IITs to ensure systematic technical monitoring.

The institutions will examine key aspects of projects, including:

  • Project design and technical specifications
  • Construction processes and workmanship
  • Quality of materials being used
  • Compliance with prescribed technical standards
  • Safety and other relevant quality parameters

The independent assessment is expected to help identify deficiencies and enable corrective action during the construction process.

IIT Kanpur to Cover Eight Divisions

According to the government order, IIT Kanpur has been assigned quality audit responsibilities for major projects in eight divisions:

  • Kanpur
  • Lucknow
  • Banda
  • Prayagraj
  • Ayodhya
  • Agra
  • Jhansi
  • Devipatan

Projects costing more than ₹100 crore in districts under these divisions will undergo technical inspection by expert teams from IIT Kanpur.

The teams will assess construction quality, materials and compliance with prescribed standards and submit their findings to the concerned departments.

IIT BHU Varanasi Gets Five Divisions

IIT BHU Varanasi will conduct third-party quality audits in districts falling under five divisions:

  • Basti
  • Gorakhpur
  • Azamgarh
  • Varanasi
  • Mirzapur

Expert teams from the institute will inspect major infrastructure projects and evaluate their technical and construction quality.

IIT Roorkee to Audit Projects in Five Divisions

IIT Roorkee has been assigned responsibility for projects in the following divisions:

  • Saharanpur
  • Moradabad
  • Bareilly
  • Meerut
  • Aligarh

The institute’s technical teams will inspect projects costing more than ₹100 crore and assess whether construction work and materials meet the required standards.

Quality Monitoring from Construction to Completion

The third-party quality audit system has been initiated as part of an effort by the Planning Department to improve transparency and quality in major government infrastructure projects.

According to officials, IIT teams may inspect projects at different stages from the beginning of construction until completion.

During these inspections, the teams will examine:

  • Design and technical specifications
  • Construction methods
  • Materials used in the project
  • Quality and safety standards
  • Compliance with prescribed technical requirements

Following inspections, detailed reports will be prepared. If deficiencies are identified, the concerned departments can be directed to take corrective measures.

Focus on Quality, Safety and Transparency

The new system is aimed at strengthening monitoring of large government projects and ensuring greater adherence to technical and safety standards.

By involving independent technical institutions, the government expects to reduce the possibility of conflicts of interest and obtain an objective assessment of the actual quality of construction.

The third-party audits are also expected to help identify problems at an early stage, allowing corrective measures to be taken before projects are completed.

The initiative covers critical public infrastructure such as roads, bridges, sewerage and water supply projects, with the broader objective of improving construction quality and ensuring better use of public funds.
