Bihar Pushes Cooperative Banking Reforms with Focus on Financial Strength, Digital Modernisation

Bihar reviews cooperative banks’ financial performance, governance, digital banking, PACS computerisation and implementation of the State Cooperative Policy 2026.

Patna: The Bihar Cooperation Department reviewed the financial health, governance standards and technological modernisation of the state’s cooperative banking sector at a high-level meeting on August 22. The meeting focused on strengthening banking operations, improving transparency and expanding digital services.

The meeting was chaired by Cooperation Department Secretary Dharmendra Singh, IAS. Officials reviewed deposits, loans and profitability of cooperative banks, along with the Turn Around Plan (TAP), RBI Governance Policy, statutory compliance and implementation of government schemes.

Focus on Financial Strength and Governance

The meeting examined the current financial position of cooperative banks and discussed measures to improve their financial performance and operational efficiency. Officials also considered strategies to help banks achieve their targets while providing better services to cooperative members and the public.

The progress of the Turn Around Plan was reviewed in detail. Officials stressed the need for effective implementation of the plan to make banking operations more efficient and result-oriented.

Governance also remained a key focus. The meeting reviewed compliance with RBI governance requirements and emphasised transparency, accountability and adherence to regulatory standards.

Digital Banking Gets Push

Digital banking and technological innovation were highlighted as important tools for modernising Bihar’s cooperative sector.

Officials reviewed ongoing efforts to strengthen digital banking services and discussed the wider use of technology to make services more accessible, secure and efficient. The focus is expected to help cooperative banks adapt to changing customer expectations while improving service delivery.

PACS Computerisation Reviewed

The department also reviewed the progress of PACS Computerisation, aimed at strengthening Primary Agricultural Credit Societies through technology.

Computerisation is expected to improve the efficiency and transparency of PACS operations while making services more accessible to members. The initiative is particularly significant for strengthening the technology base of cooperative institutions at the grassroots level.

The meeting also discussed the effective implementation of the Bihar State Cooperative Policy, 2026. The policy is aimed at strengthening cooperative institutions and enhancing their contribution to the state’s economic and social development.

Government Schemes and Compliance Under Review

Officials also examined the implementation of various government schemes through the cooperative sector. The focus was on ensuring that benefits reach intended beneficiaries efficiently.

Statutory compliance by cooperative banks and institutions was also reviewed. The department stressed adherence to applicable rules and regulations while maintaining transparency and accountability in institutional operations.

Senior Officials Attend Meeting

The meeting was attended by Cooperation Department Secretary Dharmendra Singh, IAS; Manoj Kumar Singh, Managing Director, Bihar State Cooperative Marketing Union (BISCOMAUN/VEZFED); Vikas Kumar Bariyar, Additional Registrar, Cooperative Societies, Bihar; and Arvind Kumar Paswan, Managing Director, Bihar State Cooperative Bank Ltd., along with other concerned officials.

The review underlines Bihar’s focus on building a stronger and more modern cooperative banking system. Improved financial performance, digital technology, regulatory compliance and transparent administration are expected to play a key role in strengthening cooperative institutions and improving services for members and customers.
