Bihar Pushes Cooperative Reform With Focus on Transparency, Democracy and New Sectors

Bihar has begun preparations to implement its 2026 Cooperative Policy, with officials focusing on transparent decision-making, stronger societies, employment and new areas such as dairy and green energy.

Patna: Bihar has stepped up preparations to implement the Bihar State Cooperative Policy 2026, with Cooperative Department Secretary Dharmendra Singh calling for greater transparency and democratic decision-making in cooperative societies.

Singh was speaking at a training-cum-workshop held at the Deep Narayan Singh Regional Cooperative Institute in Patna. The programme brought together assistant registrars, deputy registrars, divisional joint registrars and other officials to discuss the new policy and cooperative administration.

Officials Asked to Strengthen Cooperatives

Singh said cooperative societies should adopt transparent and democratic processes while also improving their operations and businesses. He stressed that officials must understand their responsibilities and ensure that government initiatives reach people effectively.

He also called for better communication between senior and junior officials and encouraged officers to share information on time and consider suggestions during implementation.

Policy Targets Wider Economic Participation

Registrar of Cooperative Societies Rajneesh Kumar Singh said cooperatives need to move beyond procurement activities and expand their role to support the state’s cooperative sector.

Additional Registrar Vikas Kumar Bariyar said the new policy will focus on strengthening the rural economy, creating employment, promoting inclusive development and supporting modernisation.

The policy also seeks to increase the participation of women, youth and disadvantaged groups in the cooperative movement.

Tourism, Dairy and Green Energy in Focus

The new policy also opens opportunities for cooperative units in sectors such as tourism, dairy and green energy. Officials believe these emerging areas can expand economic opportunities and contribute to Bihar’s broader development.

With the Cabinet approval of the Bihar State Cooperative Policy 2026, the focus has now shifted to effective implementation. The government aims to use stronger, more transparent cooperatives as a tool for rural development, employment generation and wider economic participation.
