Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday highlighted the expansion of the state’s technology ecosystem, pointing to developments in mobile-phone and electronics manufacturing, semiconductor production, data centres, startups and artificial intelligence.
In a post on social media, Adityanath said Uttar Pradesh had moved beyond electronics assembly and was building capacity in areas including microchips, digital infrastructure and AI. He attributed the shift to policies linking investment, manufacturing and technology.
UP Accounts for Major Share of Mobile and Electronics Production
According to figures cited by the Chief Minister, Uttar Pradesh now accounts for nearly 60 per cent of India’s mobile-phone production and 55 per cent of electronics-component production.

Adityanath said the state’s technology sector had expanded significantly over the past nine-and-a-half years, with the development moving from mobile-phone assembly towards modules and semiconductor manufacturing.
A ₹3,706-crore HCL-Foxconn semiconductor unit is being established in Jewar, adding to the state’s emerging semiconductor manufacturing ecosystem.
Data Centres and Startups Expand Digital Economy
The Chief Minister also highlighted proposals for 644 MW of data-centre capacity in Uttar Pradesh.
He said the state now has more than 24,000 startups and eight unicorns, describing these developments as part of a broader shift towards a digital economy.
Adityanath also referred to the state’s plans for an AI City in Lucknow and the AI-Pragya initiative, which aims to connect 10 lakh young people with new-age technologies.
The state government’s technology push, according to the Chief Minister, is intended to create opportunities not only in manufacturing but also in entrepreneurship, technology and employment.
HCLTech Marks 10 Years in Lucknow
The technology push coincided with HCLTech marking 10 years of operations in Lucknow.
At an event on Tuesday, HCLTech announced that 1,000 students across Uttar Pradesh will receive training in AI and allied technologies through its LITMUS programme during FY27. The company said its TechBee programme has already trained and employed more than 2,200 candidates from the state.
HCL Group also announced a ₹500-crore expansion of HCL IT City in Lucknow. The proposed expansion will add up to 9.5 lakh square feet of capacity and is expected to accommodate around 4,500 technology professionals.
The company also launched the HCL-GUVI Emerging Technology Centre at HCL IT City to provide training in AI, data analytics and other emerging technologies.
From Electronics to Semiconductor and AI
Adityanath said Uttar Pradesh was moving from being a market for technology towards becoming a producer of technology, with semiconductor manufacturing, data centres and AI forming the next stage of the state’s technology ecosystem.
He also contrasted the state’s current technology and investment environment with the period before 2017, alleging that earlier governments had failed to fully utilise Uttar Pradesh’s potential. These remarks represent the Chief Minister’s political assessment and should be attributed to him.
