Lucknow: Uttar Pradesh is positioning itself for a larger role in India’s digital economy, with the state expanding its technology ecosystem from electronics manufacturing to semiconductors, data centres and artificial intelligence.
Chief Minister Yogi Adityanath said on Tuesday that Uttar Pradesh was moving from mobile-phone assembly towards microchip-related manufacturing and emerging technologies, linking the expansion to employment, entrepreneurship and investment.
According to the state’s Invest UP data, the HCL-Foxconn semiconductor project near Jewar has an approved investment of ₹3,706 crore. The Union Cabinet approved the project under the India Semiconductor Mission in 2025, and its foundation stone was laid in February 2026.
HCL-Foxconn Project Anchors Semiconductor Push
The HCL Group-Foxconn joint venture is developing an Outsourced Semiconductor Assembly and Test (OSAT) facility in the YEIDA region near Jewar.

The facility is designed to manufacture display-driver chips for mobile phones, laptops, automobiles, PCs and other devices. Its planned capacity is 20,000 wafers per month, with a design output capacity of 36 million units per month.
The project as Uttar Pradesh’s approved semiconductor project and says the state has also received applications for additional semiconductor investments.
Data Centres Add to Digital Infrastructure
Data-centre development is another major component of Uttar Pradesh’s digital-economy strategy.
State government data shows that projects with a combined proposed capacity of 644 MW had been recorded under the earlier data-centre policy framework, with proposed investment of about ₹21,342.90 crore. The state has subsequently notified its Data Centre Policy 2026, which provides incentives for data-centre parks, data-centre units, edge data centres and AI-compute infrastructure.
The 2026 policy also provides incentives linked to green data centres and renewable-energy integration.
AI and Startup Ecosystem Expand
The state is also seeking to build an ecosystem around artificial intelligence and emerging technologies.
Adityanath said the AI Pragya initiative has a target of connecting 10 lakh young people with emerging technologies. The state has also highlighted the expansion of its startup ecosystem, with the Chief Minister citing more than 24,000 startups and eight unicorns.
The Chief Minister is also scheduled to attend an event marking 10 years of HCLTech’s operations in Lucknow, where the HCL GUVI Emerging Tech Skilling Centre is being launched.
From Electronics Manufacturing to Advanced Technology
Adityanath said Uttar Pradesh’s technology expansion was moving through multiple stages, from electronics assembly and components towards semiconductor-related manufacturing, data infrastructure and AI.
The state’s electronics ecosystem already has a substantial manufacturing base. Uttar Pradesh government material has highlighted its position in mobile-phone and electronics-component production, while its semiconductor and data-centre policies are intended to attract further investment into advanced technology sectors.
