Lucknow: The Uttar Pradesh government has delegated powers to development authority boards to approve land-use changes for properties measuring up to 6,000 square metres, according to an order issued by the state government.
The government has also revised land-use conversion charges, with rates now ranging from 5% to 50%. The order places a further condition that a development authority board can approve changes involving only up to 1% of the total land under an existing land-use category.
Development Authority Boards Get Approval Powers
Previously, proposals for land-use changes were required to be sent to the state government for approval, while development authority boards could only make recommendations.

The new order allows the boards to approve applications involving land measuring up to 6,000 square metres at the authority level. The order issued by Principal Secretary P. Guru Prasad has reached the Kanpur Development Authority (KDA), where a notification has also been issued.
KDA Secretary Abhay Kumar Pandey said the authority has received the government order and will begin implementing the revised provisions in accordance with the notified rules.
Changes in Payment of Conversion Charges
The government has also revised the terms for paying land-use conversion charges in instalments.
Previously, the charges could be paid in four quarterly instalments over one year, with simple interest at an annual rate of 12%. Under the revised provisions, payment can be made in four quarterly instalments at a rate linked to MCLR plus one percentage point per year.
The payment period may be extended by another year upon application to the development authority’s vice-chairperson.
Green Zones and Public Utility Land Excluded
The order states that land designated for green areas and public facilities cannot be converted to another use.
This includes land earmarked in master plans for facilities such as sewage treatment plants, power stations, electricity substations, bus stations, bus stops and parks.
The government has also specified that applications for conversion within a particular land-use category cannot exceed 1% of the total land designated for that category in the master plan.
KDA is preparing the procedures required to implement the revised rules and exercise the authority granted to its board.
