Dehradun: On the occasion of Uttarakhand Home Guard and Civil Security Establishment Day, a ceremonial parade was held at the Home Guard Headquarters, attended and reviewed by Chief Minister Pushkar Singh Dhami. During the event, CM Dhami also unveiled the department’s 2025 souvenir and the 2026 departmental calendar. In addition, the Chief Minister announced significant welfare measures for Home Guard volunteers, including allowances for uniforms, food, and training.
Parade and Celebration Delayed to December 8
Home Guard and Civil Security Establishment Day is traditionally celebrated on December 6 every year to recognize and motivate the personnel. However, due to CM Dhami’s busy schedule, this year’s parade and program were held on December 8. Speaking at the event, the CM praised the dedication of Home Guard personnel, noting that their service is a shining example of national commitment and discipline.

Home Guard’s Role in Social Security and Public Safety
CM Dhami highlighted the Home Guard organization’s significant contributions to maintaining social security and law-and-order in Uttarakhand. He emphasized their readiness in all circumstances, from managing traffic and participating in religious events such as the Char Dham Yatra, Kumbh Mela, and Kanwar Yatra, to responding to natural disasters.
New Allowances Announced for Volunteers
Acknowledging the challenges faced by Home Guard volunteers, CM Dhami announced key benefits aimed at their welfare:
- Uniform Allowance: Home Guard personnel will now receive a dedicated uniform allowance. Previously, uniforms were issued directly from headquarters, often causing delays and fitting issues due to the large number of volunteers. The exact monetary value of the allowance will be decided soon.
- Increased Food Allowance: For Home Guard volunteers deployed on inter-district duty, the daily food allowance will increase from ₹100 to ₹150.
- Enhanced Training Allowance: Civil Security volunteers will see their daily training allowance rise from ₹50 to ₹140.

Home Guard Leadership Welcomes the Announcement
Commandant General of Home Guard, Dr. P.V.K. Prasad, welcomed the CM’s decision, highlighting how it will ease logistical challenges and ensure that volunteers are better supported while performing their duties.
The Uttarakhand Home Guard is a voluntary force that plays a crucial role in supporting police operations, disaster management, and civil safety across the state. With over thousands of volunteers, the organization acts as a backbone for social security initiatives, especially in rural and remote areas.
