Dehradun: Under the leadership of Pushkar Singh Dhami, Uttarakhand’s mining sector has achieved a historic milestone in revenue generation. In the financial year 2025–26, the state’s mining department surpassed its target of ₹950 crore by earning a record-breaking ₹1217 crore.
This remarkable growth reflects the government’s strong policy framework, transparency, and strict enforcement mechanisms.
Strong Revenue Growth Over Consecutive Years
The mining department has consistently outperformed expectations. In FY 2024–25, it generated ₹1041 crore against a target of ₹875 crore, showcasing steady progress.
The 2025–26 revenue includes:
- ₹1130 crore from the state treasury
- ₹80 crore from District Mineral Foundation (DMF)
- ₹7 crore from SME contributions
This consistent increase highlights the effectiveness of administrative reforms and governance.

Decade-Long Growth: From ₹110 Crore to ₹1200+ Crore
Uttarakhand’s mining revenue has witnessed exponential growth over the past decade. From just ₹110 crore in 2012–13, the revenue has now crossed ₹1200 crore, demonstrating the state’s economic strengthening and improved resource management.
Transparent Policies and Strict Enforcement
The surge in revenue is largely attributed to transparent and reform-oriented policies implemented under CM Dhami’s leadership. The simplification of mining rules and regulations has encouraged legal mining activities.
At the same time, strict actions against illegal mining, transportation, and storage have significantly reduced leakages and boosted revenue.
Transparent allocation of mining leases has also strengthened trust in the system.
Technology-Driven Transformation in Mining
The state government has prioritized technological innovation to improve monitoring and efficiency.
Under the Mining Digital Transformation and Surveillance System (MDTSS):
- 45 advanced e-check gates have been installed across four plains districts
- Equipped with ANPR cameras, RFID tags, and modern tracking tools
Additionally, several digital platforms have been implemented, including:
- Mineral Management System
- e-Ravanna
- Mining e-Services
- Surveillance Enforcement System
- Decision Support System
These initiatives have modernized mining operations and strengthened oversight.
Secure e-Ravanna System Reduces Fraud
To curb misuse, the e-Ravanna system has been upgraded with high-security paper features. This has effectively reduced fraud and unauthorized usage, ensuring better compliance and transparency in mineral transportation.
National Recognition and Awards
Uttarakhand’s innovative efforts have gained national recognition. On March 28, 2026, in New Delhi, the MDTSS and e-mining security initiatives were honored with the prestigious SKOCH Award (Gold).
Additionally:
- The Ministry of Mines, Government of India ranked Uttarakhand 2nd in ‘C’ category states for Minor Mineral Reforms
- The state received ₹100 crore incentive
- Another ₹100 crore was awarded for strong performance in the State Mining Readiness Index
