Dehradun: Uttarakhand is considering a more structured and transparent system for registering Nikahnamas, with a proposal to register maulvis who solemnise Nikah and maintain an official record of marriages.
The state government is currently working on the framework for the Nikahnama and related registration process. A committee is also being constituted to prepare the format of the Nikahnama, registration procedure and system for registering maulvis.
Nikahnama May Be Recorded on UCC Portal
Under the proposed arrangement, details of Nikah may be recorded with the local administration as well as on the Uniform Civil Code (UCC) portal.

The proposed Nikahnama format is expected to include essential details of the bride and groom, including:
- Identity details of the bride and groom
- Religion and denomination
- Date of marriage
- Registration number of the maulvi who solemnises the Nikah
- Details of witnesses
The government is examining the possibility of developing a system through which these records can be maintained officially.
Registered Maulvis to Be Part of Proposed System
The proposed framework places emphasis on Nikah being solemnised by registered maulvis and the marriage record being formally documented.
The committee will examine the format of the Nikahnama, the registration process and the procedure for registering maulvis before the system is finalised.
The legal, administrative and religious aspects of the proposed arrangement are also being examined through consultations.
Same Committee Preparing Nikahnama Format
Uttarakhand Minority Welfare Minister Khajan Das said the expert committee that prepared the framework for the state’s UCC is also working on the proposed Nikahnama format.
He said the government is considering the proposal and will share details after reaching a complete consensus on the arrangement.
“Implementation of the UCC in Uttarakhand is an important initiative. Discussions are underway on introducing the Nikahnama. The details will be shared once complete consensus is reached. The same committee that prepared the UCC draft is working on the Nikahnama format. The process of constituting the committee is underway, and the draft is expected to be prepared within the next two to three months.”
According to the minister, the draft is expected to be prepared within the next two to three months.
Focus on Formal Marriage Records
The proposed system is aimed at creating an official record of Nikah through a defined registration process. The government is considering maintaining these records with the local administration and on the UCC portal.
The format and procedure are yet to be finalised, and the proposed system will be taken forward after consultations on its legal, administrative and religious aspects.
