Dehradun: The Uttarakhand government is preparing to involve private partners in the development and operation of select government properties located at prime locations across the state.
Some properties have already received Cabinet approval for development through private participation, while additional properties are being identified for the proposed model. The proposed investments and associated expenditure have also been considered by the Expenditure Finance Committee (EFC).
The properties are being assessed primarily on the basis of their location, tourism potential and existing revenue performance.
Hotel Alaknanda in Haridwar Proposed for PPP Development
Hotel Alaknanda in Haridwar, which came to Uttarakhand’s share following the division of assets between Uttar Pradesh and Uttarakhand, is among the prominent properties being considered for redevelopment under the Public-Private Partnership (PPP) model.

The government is examining a proposal to redevelop the property, which is located at a prime location in Haridwar.
Under the proposal:
- The existing hotel could be replaced with a modern hotel.
- The proposed development would include upgraded facilities.
- Private-sector investment and expertise would be brought into the project.
- The final structure and investment model are still under consideration at the EFC level.
The government is examining the commercial potential of the property as part of its broader plan for better utilisation of prime government assets.
Rishikesh Guest House May Become Four-Star Hotel
A Public Works Department (PWD) guest house in Rishikesh is also proposed to be developed under the PPP model.
The proposal envisages converting the property into a hotel with four-star or higher-category facilities.
Key features proposed for the project include:
- At least 100 rooms
- Four-star or higher-category facilities
- Private-sector participation
- Investment of more than ₹100 crore is being considered
The proposal is linked to the government’s plan to develop government properties in locations with significant tourism activity.
Five PWD Guest Houses Already Approved
The state government has already approved the operation of five PWD guest houses through private participation.
The properties are located in:
- Rishikesh
- Uttarkashi
- Dungalbeta in Rudraprayag
- Ranikhet
- Harshil
The proposals for these five properties have received Cabinet approval for private participation.
More PWD Properties Being Identified
Apart from the five guest houses already approved, more than 12 other PWD guest houses across Uttarakhand have been identified for possible development or operation through the PPP model.
The identification process is based on factors such as:
- Location of the property
- Tourism potential
- Existing revenue performance
The state government is continuing to examine these properties as part of its plan to expand private participation in selected government assets.
