Centre Extends ICAS Officer Vanlaldina Fanai’s Mizoram Deputation; Kerala IAS Chandrasekar S Repatriated Early | Know Them

The Centre has extended ICAS officer Vanlaldina Fanai’s deputation to Mizoram until March 2027, while Kerala-cadre IAS officer Chandrasekar S has been prematurely repatriated from the Vice-President’s Secretariat.

New Delhi: The Centre has extended the deputation tenure of Vanlaldina Fanai (ICAS: 2002) with the Government of Mizoram up to March 10, 2027.

Fanai has been serving with the Mizoram government since March 11, 2024, and currently holds the important position of Commissioner & Secretary to Chief Minister Lalduhoma. He is also handling additional responsibilities in the state administration, including those related to finance and tourism.

The extension allows the senior Indian Civil Accounts Service officer to continue in Mizoram beyond his existing deputation period.

Fanai Handling Key Administrative Responsibilities

As Commissioner & Secretary to the Chief Minister, Fanai is involved in handling several important administrative matters for the Mizoram government. His responsibilities have included the General Administration Department (GAD) and other portfolios assigned to him by the state government.

He also holds the charge of Finance Commissioner and Director of Tourism, giving him a significant role in the state’s financial administration as well as its tourism-related initiatives.

Fanai has also been associated with the Mizoram government’s efforts concerning the relocation of Assam Rifles establishments from the heart of Aizawl to Zokhawsang.

Career of Vanlaldina Fanai

A 2002-batch Indian Civil Accounts Service (ICAS) officer, Fanai has held several important positions in the Central Government before moving to Mizoram on deputation.

Before his current assignment, he served in New Delhi as Chief Financial Controller in the Ministry of Civil Aviation and Tourism. He has also served as Internal Financial Adviser (IFA) to the Assam Rifles.

His experience in financial management and government administration has placed him in key roles involving public expenditure, financial oversight and administrative coordination.

IAS Officer Chandrasekar S Repatriated Prematurely to Kerala

In a separate order, the Centre has approved the premature repatriation of Chandrasekar S (IAS: 2014: KL) to his parent Kerala cadre.

Chandrasekar was serving as Private Secretary to Vice-President C.P. Radhakrishnan in the Vice-President’s Secretariat in New Delhi. According to the Department of Personnel and Training (DoPT) order issued on August 10, 2026, the Appointments Committee of the Cabinet (ACC) approved his premature repatriation.

The repatriation has been approved with the condition of “extended cooling-off.”

Chandrasekar Served as Private Secretary to Vice President

Chandrasekar took charge as Private Secretary to the Vice President in September 2025 and had been serving in the Vice-President’s Secretariat since September 14, 2025.

His return to Kerala comes before the completion of his central assignment.

Before moving to the Vice-President’s Secretariat, Chandrasekar served as Deputy Director at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, from February 28, 2024.

His LBSNAA appointment had originally been approved for four years, with the tenure scheduled to continue until February 28, 2028. However, the premature repatriation proposal was subsequently initiated by the Government of Kerala through a letter dated June 18, 2026.

Chandrasekar’s Career in Kerala Cadre

A 2014-batch IAS officer of the Kerala cadre, Chandrasekar S was born on March 7, 1983. He holds a degree in Civil Engineering from Anna University College of Engineering, Guindy, and an MBA in Finance from Bharathidasan University and Bharathidasan Institute of Management, Tiruchirappalli.

Over more than a decade in the IAS, he has held several assignments across the state and at the Centre. His career includes positions such as District Collector, Deputy Secretary, Director, Managing Director, Deputy Director, Sub Collector and Assistant Secretary.

Before his present central assignment, his role at LBSNAA involved responsibilities at the premier training institution for India’s civil services officers.

Chandrasekar is proficient in English, Tamil and Malayalam.

Two Key Personnel Changes

The two orders involve officers from different central services and reflect separate personnel decisions.

While Vanlaldina Fanai’s deputation has been extended in Mizoram up to March 10, 2027, allowing him to continue handling key responsibilities under the state government, Chandrasekar S has been brought back to his Kerala cadre prematurely from his assignment with the Vice-President’s Secretariat.

The repatriation of Chandrasekar has been approved by the ACC with the condition of extended cooling-off, following the request made by the Kerala government.
