New Delhi: Senior IAS officer Vikas Gupta, currently serving as Commissioner of the Kendriya Vidyalaya Sangathan (KVS), has been given additional charge as Commissioner of the Navodaya Vidyalaya Samiti (NVS).
The 2001-batch Haryana-cadre IAS officer will hold the additional responsibility for six months with effect from July 23, 2026, or until a regular incumbent is appointed, or until further orders, whichever is earlier.
The Appointments Committee of the Cabinet (ACC) has approved the arrangement on an ex-post facto basis, meaning the approval formally comes after the additional responsibility had already taken effect. The order was issued by the Department of Personnel and Training (DoPT) on September 25, 2026.
The additional charge brings two major central school education organisations under the administrative responsibility of the same senior officer for the specified period.
A Key Addition to His Education Portfolio
Vikas Gupta has been serving as Commissioner of KVS, an autonomous organisation under the Ministry of Education that runs the Kendriya Vidyalaya network across the country.
He assumed charge as KVS Commissioner on December 4, 2025, for a tenure of five years or until further orders, whichever is earlier.
KVS’s official directory currently lists Gupta as its Commissioner, while the organisation’s website also identifies him as the head of KVS.
With the latest additional charge, Gupta will also oversee the NVS during the interim period.
NVS administers the Jawahar Navodaya Vidyalayas, a network focused on providing quality modern education, particularly to talented students from rural areas. The organisation functions under the Ministry of Education.

Meet the 2001-Batch IAS Officer
Born on September 19, 1975, Vikas Gupta is a 2001-batch IAS officer of the Haryana cadre. His domicile is recorded as Rajasthan.
His academic background combines engineering with public policy. He holds a Bachelor of Engineering in Electronics from Malaviya Regional Engineering College, Jaipur, now known as MNIT Jaipur. He later completed a Master of Public Policy from the University of Oxford.
This combination of technical education and public-policy training has been followed by a career spanning district administration, urban governance, finance, transport, e-governance and education administration.
From District Administration to Senior Haryana Roles
Gupta began his administrative career in Haryana and served in several field-level assignments.
He worked as Deputy Commissioner of Mahendragarh, Rohtak and Jind, gaining experience in district administration and public service delivery. His responsibilities at the district level included administration and coordination of government programmes.
He also held urban governance responsibilities, including serving as Commissioner of the Municipal Corporation of Gurgaon and Commissioner of the Municipal Corporation of Rohtak.
His career subsequently expanded into senior roles in the Haryana government, covering areas such as urban local bodies, transport, finance, industries and vigilance.
Experience in E-Governance and Administration
One of Gupta’s significant assignments was with Haryana’s Citizen Resources Information Department (CRID), where he served as Commissioner & Secretary and Chief Executive Officer.
The department deals with digital governance and citizen-centric administrative systems, adding an e-governance dimension to his career.
He has also served as Director General of Micro, Small & Medium Enterprises, held responsibilities in the Finance Department and worked as Chief Vigilance Officer in the Haryana Urban Development Authority.
His assignments have therefore covered both policy-level administration and field-level implementation.
From Haryana to the Education Ministry
Gupta later moved to the Centre on deputation and took charge as Commissioner of KVS.
His current assignment has brought him into the national school education system, where KVS operates a large network of schools serving children of transferable Central Government employees, defence and paramilitary personnel and other eligible groups.
The KVS leadership role also involves oversight of academic administration, infrastructure, personnel and institutional functioning across its network. KVS has described its network as having 1,289 Kendriya Vidyalayas in a message issued by Gupta in December 2025.
His latest responsibility at NVS adds another major school education institution to his portfolio.
What the Additional Charge Means
The temporary arrangement allows the Department of School Education & Literacy to maintain leadership at NVS while the process for appointing a regular Commissioner is completed.
For Gupta, the assignment expands his current administrative responsibilities from the KVS system to another important national school education network.
The six-month arrangement is specifically effective from July 23, 2026, but the ACC approval came through the September 25 order on an ex-post facto basis.
With experience ranging from district administration and municipal governance to e-governance, finance, MSMEs and now central school education, Gupta’s latest assignment adds another important chapter to his career in public administration.
