WCL Launches Digital Life Certificate (DLC) Campaign 4.0 to Enhance Pensioners’ Convenience and Promote Digital Empowerment

New Delhi: Western Coalfields Limited (WCL), a subsidiary of Coal India Limited under the Ministry of Coal, Government of India, launched its Digital Life Certificate (DLC) Campaign 4.0 at its Headquarters on November 4, 2025. The initiative was formally inaugurated by Mr. J. P. Dwivedi, Chairman-cum-Managing Director (CMD), WCL, marking another significant step in the company’s ongoing journey toward digital transformation and employee welfare.

Milestone in Digital Empowerment

In his address, Mr. Dwivedi emphasized that the DLC Campaign 4.0 represents a major milestone in WCL’s efforts to enhance digital empowerment and ensure the well-being of its retired employees. He highlighted that the campaign will facilitate greater convenience, transparency, and timely service delivery for pensioners.

Underscoring the importance of technology in governance, he said, “Simplifying service delivery through digital means is a true step toward Ease of Living.” He commended Team WCL and partner institutions for their continuous efforts and encouraged pensioners to take full advantage of this initiative.

Focus on Pensioners’ Welfare

Director (HR), Dr. Hemant Sharad Pande, elaborated on the practical benefits of the Digital Life Certificate, explaining how it simplifies the pension verification process and reduces the need for physical visits. He reiterated WCL’s long-standing commitment to the welfare of its retired workforce and described the DLC campaign as a reflection of that dedication.

The program began with a welcome address by Mr. P. Narendra Kumar, General Manager (Industrial Relations / Pension), who outlined the campaign’s objectives and provided details of various activities planned under DLC 4.0.

Collaboration and Knowledge Sharing

During the event, Mr. Shashank Raizada, Regional Commissioner–I, CMPFO (Nagpur Region), discussed the significance and submission process of the Digital Life Certificate, emphasizing its role in ensuring seamless pension disbursal. Mr. Ashish Murty, Member, Board of Trustees, CMPFO, also addressed the gathering and extended his best wishes for the campaign’s success.

Participation and Acknowledgment

The ceremony witnessed enthusiastic participation from WCL’s leadership team, including Director (Finance) Mr. Bikram Ghosh, Director (Technical–Operations/Projects & Planning) Mr. Anandji Prasad, Steering Committee members Mr. C. J. Joseph, Mr. S. H. Beg, and Mr. S. R. Gabale, along with General Managers, Heads of Departments, officers, staff, and retired employees.

The WCL Pension Department played a crucial role in organizing the event, ensuring smooth coordination and active engagement of all stakeholders.

Strengthening Digital Governance

The launch of DLC Campaign 4.0 reinforces WCL’s vision of leveraging digital tools to make governance more efficient, inclusive, and people-centric. Through initiatives like this, WCL continues to strengthen its reputation as a forward-looking, employee-oriented organization that combines innovation with compassion.
