West Bengal Chief Secretary Manoj Agarwal Issues Discipline Advisory to Bureaucrats, Seeks Professionalism and Faster Decision-Making

Kolkata: In an effort to strengthen administrative efficiency and improve governance, West Bengal Chief Secretary Manoj Agarwal has issued a comprehensive advisory directing senior bureaucrats to adhere to strict standards of professionalism, punctuality and accountability while attending official meetings and handling government work.

The advisory, issued on July 21, has been circulated to secretaries of all departments after repeated instances of officers attending high-level meetings without adequate preparation or deputing junior officials without prior approval. The move aims to ensure quicker decision-making and more effective implementation of government programmes.

Concern Over Delays and Lack of Preparation

In the advisory, the Chief Secretary noted that officers attending meetings chaired by the Chief Secretary, Additional Chief Secretaries, Principal Secretaries and other Heads of Departments were, on several occasions, not fully briefed about the facts, financial implications or the latest status of issues under discussion.

According to the advisory, such lapses have resulted in avoidable delays in decision-making and adversely affected the overall functioning of the administration.

“It has been observed and intimated that officers attending meetings, discussions and review sessions… are, on some occasions, not adequately briefed on the facts, figures and current status of the issues placed for discussions,” the advisory stated.

Key Directives for Officers

The advisory lays down detailed guidelines covering four major areas—professional conduct, preparedness, official correspondence and post-meeting follow-up.

Among the important instructions are:

  • Officers whose presence is specifically required must attend meetings personally and should not nominate junior officers without prior permission.
  • All officers must reach the meeting venue at least 10 minutes before the scheduled time.
  • Officials should be thoroughly familiar with the agenda, background, financial implications, pending issues and legal status of matters under discussion.
  • Officers should anticipate likely questions and be prepared with factual responses.
  • Communication with senior officers must remain professional, polite and factual, avoiding casual or abrupt language.
  • Minutes of meetings and action points should be circulated within 24 hours.
  • Departments must submit Action Taken Reports (ATRs) within the stipulated timelines.

Accountability for Non-Compliance

The Chief Secretary has made it clear that officers will be held accountable if these instructions are not followed.

The advisory states that non-compliance with the prescribed norms may invite responsibility on the concerned officials, underlining the government’s emphasis on improving administrative discipline.

Move Aimed at Improving Governance

According to senior bureaucratic sources, the advisory was prompted by repeated instances where officers arrived late for important meetings, departmental heads remained absent, or junior officials attended without authorisation. In several cases, officers were reportedly unfamiliar with the agenda, slowing down discussions and delaying decisions.

Officials said the new guidelines are intended to restore discipline within the state administration and improve coordination across departments.

Sources also indicated that the initiative reflects the government’s efforts to eliminate procedural bottlenecks and accelerate the implementation of development projects by ensuring better preparedness and accountability among officers.

Focus on Efficient Administration

The advisory reinforces the importance of disciplined governance, timely decision-making and professional conduct in public administration. By insisting on better preparation, punctuality and prompt follow-up, the state government aims to enhance administrative responsiveness and ensure that policy decisions translate into effective implementation on the ground.
