Who Is IAS Mugdha Sinha, the New MD of India Tourism Development Corporation?

An accomplished civil servant of the Rajasthan cadre, Ms Sinha brings with her over 26 years of diverse administrative experience.

New Delhi: 1999 batch senior IAS officer Mugdha Sinha has officially taken charge as the new Managing Director of India Tourism Development Corporation Ltd (ITDC), a Public Sector Undertaking under the Ministry of Tourism. The announcement was made on Monday through a regulatory filing by the PSU to the stock exchanges.

Her appointment was approved by the Appointments Committee of the Cabinet (ACC) and conveyed via an Office Memorandum dated April 28, 2025. Sinha will serve in the rank and pay of Additional Secretary to the Government of India.

An accomplished civil servant of the Rajasthan cadre, Ms Sinha brings with her over 26 years of diverse administrative experience. Prior to her current role, she served as Director General (Tourism) in the Ministry of Tourism and previously held the position of Joint Secretary in the Ministry of Culture, where she led several landmark initiatives, including three major cultural events in 2023.

Ms Sinha’s impressive portfolio includes roles such as Managing Director of the Rajasthan State Industrial Development and Investment Corporation (RIICO) and heading the Rajasthan unit of the Delhi-Mumbai Industrial Corridor (DMIC). She has also held leadership positions in the Ministries of Food and Consumer Affairs, Science & Technology, and Culture.

As Director General of the Jawahar Kala Kendra (JKK), she conceptualized the pioneering Astro Night Sky Tourism initiative, which contributed to the recognition of Hanle in Ladakh as India’s first Dark Sky Reserve.

An alumna of Lady Shri Ram College, Delhi University, Jawaharlal Nehru University, and the University of California, Berkeley, Sinha has received several prestigious honors, including the Ford Foundation Scholarship, NET-JRF Fellowship, the Manorama Desai Award, and the ELSA Change Maker of the Year 2020. In 2024, she was awarded the Raja Kakil Dev Sawai Jaipur Award for her contributions to cultural development.

Her appointment at ITDC is expected to bring renewed vision and strategic leadership as India continues to expand its tourism infrastructure and global outreach.
